AN ACT to amend the education law, in relation to establishment of youth
centers for the education of pre-school and after-school students and
providing for the repeal of such provisions upon expiration thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 804-e
2 to read as follows:
3 § 804-e. Comprehensive pre-school and after-school education demon-
4 stration program. 1. The commissioner is hereby authorized to establish
5 youth centers and promulgate rules and regulations for the implementa-
6 tion of a demonstration program and create a curriculum that shall
7 emphasize and demonstrate good mentoring and educational opportunities
8 for pre-school and after-school students.
9 2. Regional youth training centers for the purpose of implementing the
10 comprehensive pre-school and after-school education demonstration
11 program shall be established in each of the five boroughs of the city of
12 New York, the counties of Albany and Erie and five other counties to be
13 selected by the commissioner in a geographically balanced manner.
14 3. Youth training centers created pursuant to this section shall
15 submit to the commissioner such reports or other information as and when
16 he shall require.
17 4. The commissioner shall prepare a report of the activities of the
18 youth training centers, concerning but not limited to success, failure,
19 effect against crime, drop-out rate, measurable impacts on the students
20 and future plans therefor and shall transmit such report to the governor
21 and the legislature on or before July first, two thousand twenty-four.
22 § 2. This act shall take effect July 1, 2019 and shall expire July 31,
23 2024 when upon such date the provisions of this act shall be deemed
24 repealed.
