Authorizes financing of certain energy related projects by the power authority of New York, including research and development and certain construction projects.

AN ACT to amend the public authorities law, in relation to the powers
and duties of the power authority of the state of New York
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subparagraphs 2 and 4 of paragraph (b) of subdivision 17 of
2 section 1005 of the public authorities law, as added by chapter 477 of
3 the laws of 2009 and such subdivision as renumbered by section 16 of
4 part CC of chapter 60 of the laws of 2011, are amended to read as
5 follows:
6 (2) "Energy-related projects, programs and services" means energy
7 efficiency projects and services[,]; clean energy technology projects
8 and services[, and]; research, development and demonstration of new
9 systems, technologies and materials relating to energy usage, storage,
10 transmission and efficiency; high performance and sustainable building
11 programs and services[, and]; the construction, installation and/or
12 operation of facilities or equipment done in connection with any such
13 projects, programs or services.
14 (4) "High performance and sustainable building programs and services"
15 means programs and services related to the construction, renovation and
16 retrofitting of buildings through the incorporation of standards, guide-
17 lines, rating systems, and/or criteria relating to design and building
18 techniques established by the authority pursuant to this section, which
19 are addressed to such issues as energy efficiency, energy conservation,
20 the use of clean or renewable energy or fuels, the reduction of air and
21 other pollution, and the conservation of materials and resources such as
22 water.
23 § 2. This act shall take effect immediately.
