        AN ACT to amend the elder law, in relation  to  grants  established  for

          local  elderly  abuse  education and outreach programs like the "Triad
          Programs"
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 3 of section 219 of the elder law is amended to
     2  read as follows:
     3    3. (a) As part of the program, the director may award grants to quali-
     4  fied  designated agencies to establish local elderly abuse education and
     5  outreach programs. Grants may also  be  awarded  to  expand  or  enhance
     6  existing  programs.    [(b)]  In  making such grants, the director shall
     7  consider:
     8    (1) the need within the jurisdiction of the designated agency for such
     9  education and outreach;
    10    (2) the manner in which the designated agency proposes to provide such
    11  education and outreach;

    12    (3) the capacity of the designated agency to coordinate  its  services
    13  with health, human service and law enforcement and public agencies which
    14  provide  services  or  assistance  to  the  elderly, including the local
    15  department of social services adult protective services unit; and
    16    (4) any other criteria determined by the director to be appropriate.
    17    (b) The director shall additionally make grants  to  designated  agen-
    18  cies,  state  and  local  law  enforcement officials, and not-for-profit
    19  organizations, as appropriate, to implement "Triad  Programs"  developed
    20  and  created  pursuant  to paragraph (d) of subdivision three of section
    21  eight hundred forty-four-b of the  executive  law.  The  director  shall
    22  distribute  such  funds based on a formula using the geographic distrib-

    23  ution of elderly persons within the state and a minimum base allocation.
    24    § 2. This act shall take effect immediately.
