Directs the commissioner of motor vehicles to repeal the authorization of internet technologies as a training method for the administration and completion of approved accident prevention courses for the purposes of granting point and insurance premium reduction benefits and to return any unused funds from the accident prevention course internet technology pilot program fund to the state comptroller and the commissioner of taxation and finance.

AN ACT to amend chapter 751 of the laws of 2005, amending the insurance
law and the vehicle and traffic law, relating to establishing the
accident prevention course internet technology pilot program, in
relation to the effectiveness of such program
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The commissioner of motor vehicles shall not approve any
2 additional accident prevention courses or defensive driving programs
3 conducted only over the internet or through other technologies. On or
4 before September 1, 2019, all fees received but not yet expended by the
5 department of motor vehicles pursuant to the provisions of article 12-C
6 of the vehicle and traffic law and all other moneys appropriated, cred-
7 ited or transferred thereto from any other fund or source pursuant to
8 law for purposes of administering or implementing the provisions of such
9 article shall be returned to the possession of the state comptroller and
10 the commissioner of taxation and finance.
11 § 2. Section 5 of chapter 751 of the laws of 2005, amending the insur-
12 ance law and the vehicle and traffic law relating to establishing the
13 accident prevention course internet technology pilot program, as amended
14 by section 3 of part D of chapter 58 of the laws of 2016, is amended to
15 read as follows:
16 § 5. This act shall take effect on the one hundred eightieth day after
17 it shall have become a law and shall expire and be deemed repealed
18 [April 1, 2020] September 1, 2019; provided that any rules and regu-
19 lations necessary to implement the provisions of this act on its effec-
20 tive date are authorized and directed to be completed on or before such
21 date.
22 § 3. This act shall take effect immediately.
