          tee on Higher Education
 
        AN ACT to amend the education law, in relation to  requiring  the  state
          university  of  New  York  and the city university of New York provide
          access to contraceptive drugs and devices

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 6438-b
     2  to read as follows:
     3    §  6438-b.  Access to contraceptive drugs and devices. Every campus of
     4  the state university of New York and every campus of the city university
     5  of New York shall provide access to contraceptive drugs and  devices  to
     6  all students enrolled at such institutions by either:
     7    1.  employing  or  contracting with individuals authorized to dispense
     8  and prescribe contraceptive drugs and devices within their lawful  scope
     9  of practice pursuant to title eight of this chapter; or
    10    2.  providing students with information and referrals to local provid-
    11  ers authorized to dispense and prescribe contraceptive drugs and devices
    12  within their lawful scope of practice pursuant to title  eight  of  this
    13  chapter.
    14    § 2. This act shall take effect August 1, 2023. Effective immediately,
    15  the  addition,  amendment and/or repeal of any rule or regulation neces-
    16  sary for the implementation of  this  act  on  its  effective  date  are
    17  authorized to be made and completed on or before such effective date.
