        AN  ACT  to  authorize  the town of Portville to electronically transmit
          draft local laws to legislative members
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 

     1    Section  1. Notwithstanding the provisions of subdivision 4 of section
     2  20 of the municipal home rule law, upon adoption of a resolution author-
     3  izing such, the town of Portville in the county of Cattaraugus  may  use
     4  e-mail  as  a  means of formal document conveyance and communication, in
     5  addition to the other conveyance and communication methods specified  in
     6  subdivision  4  of  section  20 of the municipal home rule law, provided
     7  that the town has documented that each member of  its  legislative  body
     8  has  an  e-mail  address, that it has published such e-mail addresses on
     9  its town clerk bulletin board, and that each proposed law to  be  trans-
    10  mitted  by e-mail be transmitted in its final form in the portable Docu-
    11  ment Format (PDF) to the e-mail in-box  of  each  member  at  least  ten
    12  calendar  days,  exclusive of Sunday, prior to its final passage of such

    13  law, unless otherwise provided by the town supervisor or other appropri-
    14  ate authority who shall have certified as to the necessity for its imme-
    15  diate passage. Proposed laws transmitted by e-mail shall comply  in  all
    16  other respects with applicable state and local law.
    17    § 2. This act shall take effect immediately.
