AN ACT in relation to establishing the joint legislative committee on
early childhood and learning
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. a. There is hereby created the joint legislative committee
2 on early childhood and learning. The committee shall study issues
3 concerning early childhood and school readiness, including but not
4 limited to health care, mental health, parental involvement, family
5 support, child care and early learning. The committee shall solicit
6 input from members of the public, especially those individuals with
7 expertise related to early childhood and school readiness issues, to aid
8 the committee in its work.
9 b. The committee shall consist of the assembly majority leader, assem-
10 bly minority leader, senate majority leader, senate minority leader, two
11 members of the assembly appointed by the speaker of the assembly and two
12 members of the senate appointed by the temporary president of the
13 senate. Any vacancies occurring among the members of the committee shall
14 be filled in the manner of the original appointment.
15 c. The committee shall (1) hold a hearing on any matter relating to
16 the functions of the committee; (2) identify state policies and actions
17 that, in conjunction with public and private partners and in support of
18 families and communities, can work to achieve conditions of well-being
19 for children; (3) review and make recommendations to align state stat-
20 utes, regulations, programs, services and budgetary priorities; (4)
21 search for any interdepartmental gaps, inconsistencies and inefficien-
22 cies in the implementation or attainment of the state policies and
23 actions; (5) identify any new laws, regulations, programs, services, and
24 budgetary priorities that are needed to ensure and promote desired
25 conditions of well-being for children; (6) serve as an informational

1 resource for the senate and assembly; and (7) perform other activities,
2 including public awareness.
3 d. The committee shall have the same powers as other standing or
4 select committees of the legislature.
5 e. The committee shall submit an annual report to the governor on or
6 before December first of each year.
7 § 2. This act shall take effect immediately.
