AN ACT to amend the executive law, in relation to creation of a uniform
system for the issuance of identification cards for retired members of
the state police
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The executive law is amended by adding a new section 231 to
2 read as follows:
3 § 231. Uniform identification cards for retired police officers. 1.
4 The superintendent, in conjunction with the division of criminal justice
5 services, shall develop and distribute uniform identification cards to
6 all sworn members of New York state police, upon such members' retire-
7 ment in good standing, which identification cards shall contain all the
8 following information:
9 (a) the individual's name;
10 (b) a description of the individual as a retired sworn member of the
11 New York state police;
12 (c) a digitized photograph of the person that shall be the person's
13 driver's license photograph and shall be obtained from the department of
14 motor vehicles;
15 (d) the New York state seal; and
16 (e) any other information the superintendent deems appropriate.
17 2. For purposes of this section "retirement in good standing" shall
18 mean that the sworn member of the New York state police retired from his
19 or her employment for reasons other than the avoidance of disciplinary
20 charges.
21 3. The superintendent shall promulgate rules and regulations necessary
22 to obtain the information necessary to issue uniform identification

1 cards, ensure that digitized photographs are recent and establish
2 programs or initiatives to supplement such system for the purpose of
3 improving law enforcement security. The superintendent shall consult and
4 comply with any federal laws, rules, regulations or standards pertaining
5 to the issuance of uniform law enforcement identification cards.
6 § 2. This act shall take effect on the sixtieth day after it shall
7 have become a law.
