        AN ACT to amend the public authorities law  and  the  general  municipal
          law, in relation to mutual assistance agreements for the assistance of
          motorists on any thruway during an emergency
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The public authorities law  is  amended  by  adding  a  new
     2  section 389 to read as follows:
     3    §  389.  Assistance to motorists during an emergency. The authority is
     4  authorized to enter  into  mutual  assistance  agreements  with  munici-
     5  palities and snowmobile and other outdoor organizations for the delivery
     6  of services to motorists on any thruway during an emergency. The author-
     7  ity  is  also  authorized  to  reimburse a municipality or snowmobile or
     8  other outdoor organization for actual expenses incurred in the rendering
     9  of such services as a result of an accident or incident on such thruway.
    10    § 2. Section 99-r of the general municipal law, as amended by  section
    11  2  of  part  F  of chapter 55 of the laws of 2014, is amended to read as
    12  follows:
    13    § 99-r. Contracts for services. Notwithstanding any  other  provisions
    14  of law to the contrary, the governing board of any municipal corporation
    15  may enter into agreements and/or contracts with any state agency includ-
    16  ing  any  department, board, bureau, commission, division, office, coun-
    17  cil, committee, or officer of the state, whether permanent or temporary,
    18  or a public benefit corporation or public authority, or a soil and water
    19  conservation district, and any unit of the state university of New York,
    20  pursuant to and consistent with sections three  hundred  fifty-five  and
    21  sixty-three  hundred  one  of  the  education law within or without such
    22  municipal corporation to provide or receive fuel, equipment, maintenance
    23  and repair, supplies, water  supply,  street  sweeping  or  maintenance,
    24  sidewalk  maintenance,  right-of-way  maintenance, storm water and other

     1  drainage, sewage disposal,  landscaping,  mowing,  technology  services,
     2  assistance  to motorists during an emergency on any thruway as such term
     3  is defined in section three hundred fifty-one of the public  authorities
     4  law,  or  any  other services of government. Such state agency, soil and
     5  water conservation district, or unit of  the  state  university  of  New
     6  York,  within the limits of any specific statutory appropriation author-
     7  ized and made available therefor by the legislature or by the  governing
     8  body  responsible for the operation of such state agency, soil and water
     9  conservation district, or unit of the state university of New  York  may
    10  contract  with  any  municipal  corporation  for such services as herein
    11  provided and may provide, in agreements and/or  contracts  entered  into
    12  pursuant  to  this  section, for the reciprocal provision of services or
    13  other consideration of approximately equivalent  value,  including,  but
    14  not  limited  to,  routine and/or emergency services, monies, equipment,
    15  buildings and facilities, materials or a commitment  to  provide  future
    16  routine  and/or  emergency  services,  monies,  equipment, buildings and
    17  facilities or materials. Any such contract may be entered into by direct
    18  negotiations and shall not be subject to the provisions of  section  one
    19  hundred three of this chapter.
    20    § 3. This act shall take effect immediately.
