        Introduced  by M. of A. BARRETT -- read once and referred to the Commit-
          tee on Energy
 
        AN ACT to amend the executive law  and  the  environmental  conservation
          law,  in  relation to establishing new targets for offshore wind elec-
          tricity generation
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph (b) of subdivision 2 of section 94-c of the exec-
     2  utive  law,  as added by section 4 of part JJJ of chapter 58 of the laws
     3  of 2020, is amended to read as follows:
     4    (b) "CLCPA targets" shall mean the public policies established in  the
     5  climate  leadership  and community protection act enacted in chapter one
     6  hundred six of the laws of two thousand nineteen, including the require-
     7  ment that a minimum of seventy percent of the statewide electric  gener-
     8  ation  be  produced  by renewable energy systems by two thousand thirty,
     9  that by the year two thousand  forty  the  statewide  electrical  demand
    10  system  will  generate  zero  emissions  and the procurement of at least
    11  [nine gigawatts] nine thousand nine hundred megawatts of  offshore  wind
    12  electricity  generation  by  two  thousand thirty-five, at least fifteen
    13  thousand eight hundred megawatts of offshore wind electricity generation
    14  by two thousand forty, at least eighteen thousand megawatts of  offshore
    15  wind  electricity  generation  by  two  thousand forty-five and at least
    16  twenty thousand megawatts of offshore wind electricity generation by two
    17  thousand fifty, six gigawatts of photovoltaic solar  generation  by  two
    18  thousand  twenty-five and to support three gigawatts of statewide energy
    19  storage capacity by two thousand thirty.
    20    § 2. Paragraph (e) of subdivision 13 of section 75-0103 of  the  envi-
    21  ronmental conservation law, as added by chapter 106 of the laws of 2019,
    22  is amended to read as follows:
    23    e.  Measures  to  achieve  six  gigawatts  of distributed solar energy
    24  capacity installed in the state by two thousand twenty-five, nine [giga-

     1  watts]  thousand  nine  hundred  megawatts  of  offshore  wind  capacity
     2  installed  by  two thousand thirty-five, at least fifteen thousand eight
     3  hundred megawatts of offshore wind electricity generation by  two  thou-
     4  sand  forty,  at  least  eighteen  thousand megawatts of   offshore wind
     5  electricity  generation  by  two  thousand forty-five and at least twen-
     6  ty thousand megawatts of offshore wind  electricity  generation  by  two
     7  thousand fifty, a statewide energy efficiency goal of one hundred eight-
     8  y-five  trillion  British  thermal  units  energy reduction from the two
     9  thousand twenty-five forecast; and three gigawatts of  statewide  energy
    10  storage capacity by two thousand thirty.
    11    §  3.  This act shall take effect immediately; provided, however, that
    12  the amendments to section 94-c of the executive law, made by section one
    13  of this act, shall not affect the repeal of such section  and  shall  be
    14  deemed repealed therewith.
