        AN  ACT  to  amend  the  administrative code of the city of New York, in
          relation to accurate reporting of crime statistics
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  14-150 of the administrative code of the city of
     2  New York is amended by adding a new subdivision d to read as follows:
     3    d. 1. The department shall ensure that crime  statistics  and  similar
     4  data are reported in a manner that is accurate and not misleading when a
     5  precinct includes one or more correctional facilities, detention facili-
     6  ties,  transportation  facilities or other locations that are within the
     7  boundaries of the precinct but to which officers of the precinct are not
     8  assigned the duty to patrol and respond to incidents.

     9    2. When providing an interactive  crime  map  on  the  city's  website
    10  pursuant to subdivision r of section one thousand seventy-two of the New
    11  York  city charter or when issuing any report involving crime statistics
    12  or similar data to the public, either in print or electronic form, which
    13  reports such data for an entire  precinct,  the  department  shall  also
    14  report  on  a  disaggregated basis: (i) any such data representing inci-
    15  dents attributable  to  those  locations  within  the  boundaries  of  a
    16  precinct  to  which  officers of the precinct are assigned to patrol and
    17  respond to incidents; and (ii)  any  such  data  representing  incidents
    18  attributable to a correctional facility, detention facility, transporta-

    19  tion  facility  or  other  location that is within the boundaries of the
    20  precinct, but to which officers of the precinct  are  not  assigned  the
    21  duty  to patrol and respond to incidents.  Any reporting of such data on
    22  an aggregated basis shall clearly indicate that the data  includes  both

     1  areas  under  the  jurisdiction  of  the precinct and other locations or
     2  facility areas that are not under the jurisdiction of the precinct,  and
     3  shall identify such other locations or facilities.

     4    § 2. This act shall take effect January 1, 2015.
