        Introduced  by  M.  of  A. BARRON, CYMBROWITZ, CLARK, JAFFEE, PERSAUD --
          read once and referred to the  Committee  on  Aging  --  reported  and
          referred  to  the Committee on Ways and Means -- committee discharged,
          bill amended, ordered reprinted as amended  and  recommitted  to  said
          committee
 
        AN  ACT  to  establish an interagency council for the purpose of coordi-
          nated planning on issues related to older adults
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Aging in New York: State Plan on Aging. 1. There is hereby
     2  created an interagency council for the purpose of  coordinated  planning
     3  on  issues  related  to  older  adults.  This  interagency council shall
     4  include the state office for the aging, the department  of  health,  the
     5  office  of  mental  health, the office of alcoholism and substance abuse
     6  services, the office of temporary and disability assistance, the  office
     7  for persons with developmental disabilities, the division of housing and
     8  community  renewal, the department of labor, the department of financial
     9  services, the department of transportation, and the office  of  children
    10  and family services.
    11    2.  The  interagency  council shall develop a state plan on aging that
    12  plans for the current and future needs  of  older  adults.  Such  report
    13  shall  assess  current  programs  and services across multiple agencies,
    14  additional need, both current and projected, and  encourage  interagency
    15  cooperation  for  planning and improving outcomes. Such plan shall focus
    16  on several areas including, but not limited to:
    17    (a) NYConnects and the No Wrong Door approach;
    18    (b) Long term care, including funding, options, and insurance;
    19    (c) Health services,  including  pharmaceutical  coverage,  assistance
    20  with  activities  of  daily living, disease management, and coordination
    21  among medical professionals;
    22    (d) Transportation;

     1    (e) Community-based services, including adult day  services,  personal
     2  care, friendly visiting;
     3    (f)  Workforce issues, including older adults working longer, support-
     4  ing caregivers in the workforce;
     5    (g) Kincare, including older adults providing  care  for  young  rela-
     6  tives;
     7    (h) Nutrition, including access to healthy food, meal delivery;
     8    (i)  Housing,  including  support for older adult renters, home repair
     9  and weatherization, access to supportive housing, access  to  accessible
    10  housing,  zoning and planning, and naturally occurring retirement commu-
    11  nities;
    12    (j) Elder abuse;
    13    (k) Mental health and substance abuse services,  including  community-
    14  based options, age appropriate service delivery; and
    15    (l)  Any  other  topics  that  the  interagency council determines are
    16  important to include.
    17    3. The plan required pursuant to subdivision two of this section shall
    18  include a prospective five-year plan. The plan shall be provided to  the
    19  governor,  the  speaker  of the assembly, and the temporary president of
    20  the senate. The plan shall be completed by January 1 next succeeding the
    21  effective date of this section and every five years thereafter.
    22    § 2. This act shall take effect immediately.
