  TITLE OF BILL: An act to amend chapter 438 of the laws of 2022 relating to the adoption and submission of an annual budget by the Trustees of the Freeholders and Commonalty of the town of Southampton, in relation to the effec- tiveness thereof   PURPOSE: To extend for one year the applicability of Chapter 438 of the Laws of 2022 relating to procedures for the adoption and submission of an annual budget by the Trustees of the Freeholders and Commonalty of the Town of Southampton.   SUMMARY OF PROVISIONS: Section 1. Section 3 of Chapter 438 of the Laws of 2022 relating to the adoption and submission of an annual budget by the Trustees of the Free- holders and Commonalty of the Town of Southampton by extending the applicability to all fiscal years beginning on and after January 1, 2025. Section 2. Immediate effective date.   JUSTIFICATION: Chapter 438 of the Laws of 2022 provided that the Trustees of the Free- holders and Commonalty of the Town of Southampton shall, after a public hearing, prepare and adopt an annual budget prescribed in section 181 of the Town Law provided that such annual budget shall not contain an increase of more than two percent above the budgeted amount of the prior year. The law went into effect on July 21, 2022 and would apply to all fiscal years beginning on and after January 1, 2024. This legislation is necessary to extend for one year these provisions and make them applica- ble to all fiscal years beginning on and after January 1, 2025.   LEGISLATIVE HISTORY: 2023: New Legislation   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE' DATE: This act shall take effect immediately
