AN ACT to amend the education law and the general municipal law, in
relation to plumbing and electrical work performed on school buildings
in Nassau or Suffolk county
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 408-c
2 to read as follows:
3 § 408-c. Plumbing and electrical work. All plumbing and electrical
4 work performed by an independent contractor or firm on any school build-
5 ing or appurtenant facilities in Nassau or Suffolk county shall be
6 performed by a licensed plumber or licensed electrician as appropriate,
7 if required by a local municipality where the building or facility is
8 located. The license does not have to be issued by the local munici-
9 pality where the building or facility is located, but can be issued by
10 any licensing municipality within New York state. Such licensed plumber
11 or licensed electrician shall provide a copy of his or her valid license
12 prior to commencement of the work designated in the bid if a license is
13 required by a local municipality where the building or facility is
14 located or, if it is under the threshold required pursuant to section
15 one hundred one of the general municipal law, then the general contrac-
16 tor shall submit a copy of the required license for the plumbing and
17 electrical subcontractors. No municipal permit or inspection is
18 required.

1 § 2. Section 101 of the general municipal law is amended by adding a
2 new subdivision 6 to read as follows:
3 6. All plumbing and electrical work performed by an independent
4 contractor or firm on any school building or appurtenant facilities in
5 Nassau or Suffolk county shall be performed by a licensed plumber or
6 licensed electrician as appropriate, if required by a local municipality
7 where the building or facility is located. The license does not have to
8 be issued by the local municipality where the building or facility is
9 located, but can be issued by a licensing municipality within New York
10 state. Such licensed plumber or licensed electrician shall provide a
11 copy of his or her valid license prior to commencement of the work
