        AN ACT to amend the  education  law  and  the  mental  hygiene  law,  in
          relation  to  requiring  training  for  teachers,  administrators  and
          instructors related to recognizing the observable signs  and  symptoms
          of abuse in students, and reporting procedures related thereto
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 3004 of the education law is amended  by  adding  a
     2  new subdivision 7 to read as follows:
     3    7.  On  and  after the effective date of this subdivision, the commis-
     4  sioner, in conjunction with the office of mental health,  is  authorized
     5  and  directed  to  require  training  of  teachers,  administrators  and
     6  instructors related to recognizing the observable signs and symptoms  of
     7  abuse in students, and reporting procedures. The commissioner shall have
     8  the  power  to  prescribe  the  necessary regulations and establish such
     9  programs and training related to recognizing the  observable  signs  and
    10  symptoms of abuse in students, and reporting procedures related thereto.
    11  Such training shall consist of a one hour training session at the begin-
    12  ning of each school year, and a one hour training session at the conclu-
    13  sion of each school year.
    14    § 2. Section 7.07 of the mental hygiene law is amended by adding a new
    15  subdivision (h) to read as follows:
    16    (h)  The  office  of mental health shall advise and assist the commis-
    17  sioner of education in developing a training  curriculum  for  teachers,
    18  administrators  and  instructors  related  to recognizing the observable
    19  signs and symptoms  of  abuse  in  students,  and  reporting  procedures
    20  related thereto.
    21    § 3. This act shall take effect immediately.
