AN ACT to amend the election law, in relation to party committee meeting
and organization requirements
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 2-112 of the election law, as
2 amended by chapter 9 of the laws of 1978, is amended to read as follows:
3 1. Every [state committee shall within fifteen days after its
4 election, every county committee shall within twenty days after its
5 election, and all other committees shall within the time specified by
6 party rules, meet and organize by electing a chairman, a secretary, a
7 treasurer and such other officers as they may by their rules provide.
8 Within three days after their meetings all state and county committees
9 shall file in the office of the state board of elections a certificate
10 stating the names and post office addresses of such officers. County
11 committees and any other committee contained therein shall file a copy
12 of such statement with their county board of elections] committee shall
13 meet and organize by electing a chairman, a secretary, a treasurer and
14 such other officers as they may pursuant to their rules.
15 (a) Every state committee shall meet no earlier than September seven-
16 teenth and no later than October first following the June primary. Until
17 such organization meeting, the existing state committee shall exercise
18 all legal authority. Upon the conclusion of such organization meeting,
19 the new state committee shall assume all legal authority vested in the
20 previously organized state committee.

1 (b) Every county committee shall meet no earlier than September seven-
2 teenth and no later than October sixth following the June primary. Until
3 such organization meeting, the existing county committee shall exercise
4 all legal authority. Upon the conclusion of such organization meeting,
5 the new county committee shall assume all legal authority vested in the
6 previously organized county committee.
7 (c) All other committees shall meet within the time specified by party
8 rules.
9 (d) Within three days after their organization meeting all state and
10 county committees shall file in the office of the state board of
11 elections a certificate stating the names and post office addresses of
12 such officers. County committees and any other committee contained ther-
13 ein shall file a copy of such statement with their county board of
14 elections.
15 § 2. This act shall take effect immediately; provided, however, that
16 any state committee meeting, pursuant to section 2-112 of the election
17 law as amended by section one of this act meeting in the year 2019, may
18 meet within fifteen days of the primary election.
