AN ACT to amend the public health law, in relation to the powers and
duties of the tick-borne disease institute; and making an appropri-
ation therefor
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. This act shall be known and may be cited as the "research
2 aid for tick-borne diseases act" or "RAID tick act".
3 § 2. Section 2798 of the public health law, as added by chapter 550 of
4 the laws of 1988, the opening paragraph as amended by section 35 of part
5 A of chapter 58 of the laws of 2010, is amended to read as follows:
6 § 2798. Powers and duties. The tick-borne disease institute estab-
7 lished by section twenty-seven hundred ninety-seven of this article
8 shall have the following powers and duties:
9 1. to develop and promote investigations into the cause, prevention,
10 detection, spread, methods of treatment, and cure of tick-borne
11 diseases; [and]
12 2. to develop and promote an outreach campaign directed toward target-
13 ed high-risk populations to provide coordinated information regarding
14 the cause, prevention, detection, and treatment of tick-borne
15 disease[.]; and
16 3. to administer grants for tick-borne illness research, detection,
17 education and outreach programs approved by the department.
18 § 3. The sum of one million dollars ($1,000,000.00), or so much there-
19 of as may be necessary, is hereby appropriated to the department of
20 health out of any moneys in the state treasury in the general fund to
21 the credit of the state purposes account, not otherwise appropriated,
22 and made immediately available, for grants made by the tick-borne
23 disease institute pursuant to this act. Such moneys shall be payable on
24 the audit and warrant of the comptroller on vouchers certified or
25 approved by the commissioner of health in the manner prescribed by law.
26 § 4. This act shall take effect immediately.
