          Committee on Corporations, Authorities and Commissions
 
        AN ACT to amend the public authorities law, in relation  to  authorizing
          the New York state energy research and development authority to admin-
          ister a program to provide grants related to enabling fuel-switching

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1854 of the public authorities law  is  amended  by
     2  adding a new subdivision 27 to read as follows:
     3    27. To administer a program, using funds provided for such purpose, to
     4  provide  grants,  loans or other services, based on standards and guide-
     5  lines established by the authority, for the costs  related  to  enabling
     6  fuel-switching  for  residences with propane or fuel-oil heating systems
     7  to efficient electric heat pumps, including but not  limited  to,  clean
     8  energy  measures, energy efficiency measures, resiliency measures, heat-
     9  ing and cooling, health and safety and other related energy improvements
    10  and expenses.
    11    § 2. This act shall take effect immediately.
