          referred to the Committee on Energy
 
        AN  ACT to amend the public service law, in relation to providing incen-
          tives for energy conservation through voltage regulation
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The public service law is amended by adding a new section
     2  66-n to read as follows:
     3    § 66-n. Voltage regulation. 1. For purposes of this  section  "voltage
     4  regulation  device"  shall  mean  voltage  regulation technologies which
     5  raise or lower voltage dynamically and are ninety-nine percent  or  more
     6  efficient across at least ninety percent of the electric load curve.
     7    2.  Electric utilities may recover the capital and operating costs and
     8  earn a fifteen percent rate of return in the  utility's  rate  bases  on
     9  investments and installations of voltage regulation devices.
    10    § 2. This act shall take effect immediately.
