          on Local Governments
 
        AN  ACT to amend the general municipal law, in relation to service award
          programs
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Paragraph  (b)  of  subdivision 8 of section 219-d of the
     2  general municipal law, as amended by a  chapter  of  the  laws  of  2017
     3  amending  the  general municipal law relating to service award programs,
     4  as proposed in legislative bills numbers S. 899 and A. 6873, is  amended
     5  to read as follows:
     6    (b)  The  entitlement  age,  the  number of years of ambulance service
     7  required to obtain a nonforfeitable right to a service  award,  and  the
     8  activities  for which points shall be granted toward a year of ambulance
     9  service may be changed by resolution adopted by the affirmative vote  of
    10  at  least  sixty  percent  of the governing board of the sponsor without
    11  referendum; provided, that, consistent with the provisions  of  subdivi-
    12  sion three of section two hundred [nineteen-m] nineteen-e of this [chap-
    13  ter]  article,  if the effect of the amendment is to increase the number
    14  of points granted for the performance  of  the  activity,  decrease  the
    15  amount  of  an  activity  required  to  earn  the points granted for the
    16  performance of the activity, or both, such amendment shall be subject to
    17  a mandatory referendum. Any amendment to a service award  program  shall
    18  only  take  effect as of the first of January next succeeding completion
    19  of the proceedings required for adoption of the amendment and shall only
    20  apply prospectively.
    21    § 2. This act shall take effect on the  same  date  and  in  the  same
    22  manner  as  a chapter of the laws of 2017 amending the general municipal
    23  law relating to service award programs as proposed in legislative  bills
    24  numbers S. 899 and A. 6873, takes effect.
