AN ACT to amend the executive law, in relation to direct dialing to
public service answering points
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivisions 3 and 4 of section 717-a of the executive law,
2 as added by a chapter of the laws of 2019, amending the executive law
3 relating to direct dialing to public service answering points, as
4 proposed in legislative bills numbers S. 4756 and A. 458, are amended to
5 read as follows:
6 3. All public buildings which operate on a multi-line telephone system
7 in this state must configure their multi-line telephone system hardware
8 to allow any call to 911 on the system to be directly connected to a
9 public service answering point; provided however, that in the case of
10 public buildings governed by section three hundred fifty-five or six
11 thousand two hundred four of the education law which have on-campus
12 emergency answering points, such public buildings may route such 911
13 calls to their on-campus answering points.
14 4. The requirements of subdivision three of this section shall not
15 apply to any public building operating on a multi-line telephone system
16 that would be required to upgrade the hardware of their telephone
17 network to meet said requirement. However, every telephone in any exempt
18 public building operating on a multi-line telephone system shall place
19 an instructional sticker on or immediately adjacent to each telephone
20 informing users of the phone's inability to directly dial 911 and the
21 procedures to follow to connect to a 911 public service answering point,
22 or in the case of public buildings governed by section three hundred
23 fifty-five or six thousand two hundred four of the education law which
24 have on-campus emergency answering points, such on-campus answering
25 points, in case of an emergency.
26 § 2. This act shall take effect on the same date and in the same
27 manner as a chapter of the laws of 2019, amending the executive law
