AN ACT to amend the executive law, in relation to a report on homeless
veterans; and to amend a chapter of the laws of 2019 amending the
executive law relating to the performance of a study regarding home-
less persons who are veterans in the state of New York, as proposed in
legislative bills numbers S.4049-A and A.5660, in relation to the
effectiveness thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 6-a of section 353 of the executive law, as
2 added by a chapter of the laws of 2019 amending the executive law relat-
3 ing to the performance of a study regarding homeless persons who are
4 veterans in the state of New York, as proposed in legislative bills
5 numbers S.4049-A and A.5660, is amended to read as follows:
6 6-a. To [conduct a study] prepare and submit a report, in consultation
7 with the office of temporary and disability assistance, department of
8 labor, and office of children and family services to determine the
9 number of homeless persons in New York state that are veterans. Such
10 [study] report shall include, but not be limited to, the following
11 information to the extent it is reasonably accessible to the division:
12 (a) an analysis of veterans in New York state who are currently home-
13 less, or have been homeless within five years of being released from
14 active duty including an analysis of gender as it relates to homeless-
15 ness of veterans; (b) data on the number of children of homeless veter-
16 ans, including the current placement of such children; (c) cases of
17 military sexual trauma experienced by homeless veterans while on active
18 duty or during military training, including a breakdown of the collected
19 data based upon the gender of the victim; and (d) the unemployment rate
20 for New York state veterans. The term "children of homeless veterans"
21 shall mean a person who is unmarried and who is under the age of eigh-
22 teen years, and is the biological or legally adopted child of a veteran.

24 governor, the speaker of the assembly and the temporary president of the

1 senate by June thirtieth, two thousand twenty and [such information
2 required pursuant to this subdivision shall be updated] every [two]
3 three years thereafter. Such report shall be publicly available and
4 posted on the division of [veterans affairs] veterans' services website.
5 § 2. Section 2 of a chapter of the laws of 2019 amending the executive
6 law relating to the performance of a study regarding homeless persons
7 who are veterans in the state of New York, as proposed in legislative
8 bills numbers S.4049-A and A.5660, is amended to read as follows:
9 § 2. This act shall take effect on the ninetieth day after it shall
10 have become a law and shall expire and be deemed repealed July 1, 2032.
11 § 3. This act shall take effect on the same date and in the same
12 manner as a chapter of the laws of 2019 amending the executive law
13 relating to the performance of a study regarding homeless persons who
14 are veterans in the state of New York, as proposed in legislative bills
15 numbers S.4049-A and A.5660, takes effect.
