          tee on Housing
 
        AN ACT to amend the public housing law in relation to establishing a New
          York city public housing  painters'  apprenticeship  program;  and  to
          amend  the  labor  law,  in  relation to establishing a New York state
          public housing painters' apprenticeship program

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The public housing law is amended by adding a new section
     2  402-h to read as follows:
     3    §  402-h.  New  York  city  public  housing  painters'  apprenticeship
     4  program.  1.  There is hereby established a New York city public housing
     5  painters' apprenticeship program. Such program will be  administered  by
     6  the New York city housing authority.
     7    2.  (a) Applications to participate in such apprenticeship program may
     8  be submitted to the New York city housing authority  in  such  form  and
     9  manner as may be prescribed by the authority.
    10    (b) Eligibility for the New York city public housing painters' appren-
    11  ticeship  program  shall  include,  but not be limited to, the following
    12  considerations:
    13    (i) Participants in the program shall be  limited  to  New  York  city
    14  housing authority residents.
    15    (ii)  Applicants  for the program shall not be deemed ineligible based
    16  on criminal history.
    17    3. Skills learned as part of the New York city public housing  appren-
    18  ticeship program shall include, but not be limited to:
    19    (a)  Workplace safety skills and procedures, including but not limited
    20  to:
    21    (i) use and maintenance of hand and power tools;
    22    (ii) signaling, rigging, and hoisting;
    23    (iii) lead and asbestos abatement;
    24    (iv) ladder, scaffold, and forklift safety;
    25    (v) first aid; and
    26    (vi) proper use of personal protective equipment;

     1    (b) Trade skills, including but not limited to:
     2    (i) reading blueprints;
     3    (ii)  identifying  the  appropriate  material  for  various  paint and
     4  surface applications;
     5    (iii) types and properties of  materials,  including  paints,  stains,
     6  varnishes, shellac, polyurethanes, and clear coats;
     7    (iv) safely storing, disposing, and recycling trade chemicals;
     8    (v) mixing paints;
     9    (vi) matching colors;
    10    (vii) surface preparation;
    11    (viii) wood finishing;
    12    (ix) applying wallpaper;
    13    (x)  preparing  a  workspace for interior painting, including removing
    14  old paint, removing fixtures, and applying mildew remover;
    15    (xi) preparing a workspace for exterior painting,  including  removing
    16  rust, power washing and sandblasting, and burning off old paint; and
    17    (xii) spray painting; and
    18    (c) Other workplace skills, including but not limited to:
    19    (i) estimating costs and materials;
    20    (ii) communication skills;
    21    (iii) scheduling; and
    22    (iv) record keeping.
    23    4. The New York city housing authority shall publish information about
    24  the  New  York  city  public  housing  painters' apprenticeship program,
    25  including how to apply for such apprenticeship program, on the  authori-
    26  ty's website.
    27    5.  The  New  York  city housing authority is authorized to promulgate
    28  such rules  and  regulations  as  deemed  necessary  to  effectuate  the
    29  provisions of this section.
    30    § 2. The labor law is amended by adding a new section 819-a to read as
    31  follows:
    32    §  819-a.  New  York  state  public housing apprenticeship program. 1.
    33  There is hereby established a New York state  public  housing  painters'
    34  apprenticeship program. Such program will be administered by the depart-
    35  ment, in coordination with the commissioner of municipal housing author-
    36  ities  established  pursuant  to  article thirteen of the public housing
    37  law.
    38    2. (a) Applications to participate in such apprenticeship program  may
    39  be  submitted  to  the  department  in  such  form  and manner as may be
    40  prescribed by the commissioner.
    41    (b) Eligibility for the New York city public housing painters' appren-
    42  ticeship program shall include, but not be  limited  to,  the  following
    43  considerations:
    44    (i)  Participants  in  the  program shall be limited to residents of a
    45  municipal housing authority established pursuant to article thirteen  of
    46  the public housing law.
    47    (ii)  Applicants  for the program shall not be deemed ineligible based
    48  on criminal history.

    29  lations  as  deemed  necessary  to  effectuate  the  provisions  of this
    30  section.
    31    § 3. This act shall take effect on the ninetieth day  after  it  shall
    32  have become a law.
