AN ACT to amend the correction law, in relation to offering college-lev-
el courses at all state-operated correctional facilities in the state
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 136 of the correction law is amended by adding a
2 new subdivision 4 to read as follows:
3 4. Notwithstanding any other provisions of this section, the commis-
4 sioner, in cooperation with the commissioner of education and director
5 of education, shall collaborate with the board of trustees of the state
6 university of New York, the board of trustees of the city university of
7 New York and the council of governing boards for the independent
8 colleges of New York to implement the offering of college-level courses
9 at all state-operated correctional facilities where female incarcerated
10 individuals are confined on or before January first, two thousand twen-
11 ty-one. Such courses shall be offered at all state-operated correctional
12 facilities on or before January first, two thousand twenty-three. Such
13 courses shall apply towards the completion of a college degree program.
14 The department shall ensure that all college-level course offerings are
15 uniform among all the state-operated correctional facilities in the
16 state pursuant to section one hundred fourteen of this article.
17 § 2. This act shall take effect immediately.
