        AN ACT creating a task force on accelerating innovation in New York; and
          providing for the repeal of such provisions upon expiration thereof
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. There is hereby created  the  task  force  on  accelerating
     2  innovation  in New York. The task force shall consist of twelve ex-offi-
     3  cio members. The director of state operations shall serve ex-officio and
     4  chair the task force. The commissioner of agriculture and  markets,  the
     5  commissioner  of  economic  development, the director of the division of
     6  science, technology and innovation in the department of economic  devel-
     7  opment,  the  commissioner  of  education, the president of the New York
     8  State energy research and development authority, the chancellor  of  the

     9  state  university  and  the  chancellor of the city university, or their
    10  designees, shall also serve as ex-officio members.   The  president  pro
    11  tem  of  the  senate  shall  designate two senators to serve on the task
    12  force. The speaker of the assembly shall designate two  members  of  the
    13  assembly to serve on the task force.
    14    §  2.  The members of the task force shall receive no compensation for
    15  their services but shall be allowed their actual and necessary  expenses
    16  incurred in the performance of their duties hereunder.
    17    §  3.  The  purpose of the task force shall be to accelerate the inno-
    18  vation economy in New York  by  connecting  research,  talent,  capital,
    19  ideas and professional services.
    20    § 4. The task force shall have the power and duty to:
    21    (a) promote the role and importance of innovation in economic develop-
    22  ment in the state;

     1    (b)  establish  an  internet-based  portal  that allows access, to the
     2  extent practicable, to public and private  programs,  organizations  and
     3  other resources that support innovation in the state;
     4    (c) partner with academic, business and governments to improve support
     5  for innovation and align public and private resources;
     6    (d)  recommend  policies  to attract innovation-driven enterprises and
     7  individuals to the state in order to expand existing  industry  clusters
     8  and develop new ones;
     9    (e)  recommend policies to cultivate and retain entrepreneurs, innova-

    10  tive researchers, and other innovation-oriented enterprises;
    11    (f) develop in collaboration with regional economic  organizations  an
    12  effective statewide action plan for innovation;
    13    (g)  recommend criteria to measure, index, and communicate the state's
    14  performance as a global source for innovation; and
    15    (h) complete its work and issue its recommendations  to  the  governor
    16  and the legislature within ninety days.
    17    § 5. The governor shall provide the task force with such staff assist-
    18  ance and support services as necessary for the task force to perform the
    19  functions required of it under this act.
    20    §  6.  This  act shall take effect immediately, and shall expire March
    21  31, 2013, when upon such date the provisions of this act shall be deemed
    22  repealed.
