          on Veterans' Affairs
 
        AN ACT to amend the state finance law, in relation to the  role  of  the
          commissioner  of  veterans'  services in regards to the veterans' home
          assistance fund and the military family relief fund
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivisions  5  and 7 of section 81 of the state finance
     2  law, subdivision 5 as amended by section 1 of part J of  chapter  59  of
     3  the  laws  of 2017 and subdivision 7 as added by chapter 432 of the laws
     4  of 2016, are amended to read as follows:
     5    5. Moneys shall be payable from the fund on the audit and  warrant  of
     6  the  comptroller  on vouchers approved and certified by the commissioner
     7  of [health] veterans' services, for  veterans'  homes  operated  by  the
     8  department  of  health, and by the chancellor of the state university of
     9  New York, for the veterans' home operated by the state university of New
    10  York.
    11    7. On or before the first of February each year, the  commissioner  of
    12  [health] veterans' services shall provide a written report to the tempo-
    13  rary  president  of  the  senate,  speaker of the assembly, chair of the
    14  senate finance committee, chair of the assembly ways and  means  commit-
    15  tee,  chair  of  the  senate  committee on health, chair of the assembly
    16  health committee, the state comptroller  and  the  public.  Such  report
    17  shall  include  how  the  monies  of  the  fund were utilized during the
    18  preceding calendar year and shall include:
    19    (a) the amount of money dispersed from the fund and the award  process
    20  used for such disbursements;
    21    (b) the recipients of awards from the fund;
    22    (c) the amount awarded to each;
    23    (d) the purposes for which such awards were granted; and
    24    (e) a summary financial plan for such monies which shall include esti-
    25  mates of all receipts and all disbursements for the current and succeed-
    26  ing  fiscal  years,  along with the actual results from the prior fiscal
    27  year.

     1    § 2. Subdivision 4 of section 89-i of the state finance law, as  added
     2  by chapter 374 of the laws of 2018, is amended to read as follows:
     3    4.  Monies  shall be payable from the fund on the audit and warrant of
     4  the comptroller on vouchers approved and certified by  the  commissioner
     5  of [taxation and finance] veterans' services.
     6    § 3. This act shall take effect immediately.
