        Introduced  by  M.  of  A. J. D. RIVERA -- read once and referred to the
          Committee on Health
 
        AN ACT to direct the New York state department of health  to  conduct  a
          study  on the incidences of cancer clusters in cities and towns having
          a population of more than ninety thousand
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  1.  The  commissioner of the New York state department of
     2  health is hereby authorized and directed to prepare or have  prepared  a
     3  study  of  the  incidences  of  cancer  clusters in all cities and towns
     4  having a population of more than ninety thousand inhabitants  as  deter-
     5  mined  by the last federal decennial census. Such study shall include an
     6  analysis of high risk neighborhoods examining  disparities  in:  income,
     7  race  and  ethnicity,  public  and private   housing, proximity to major
     8  sources of air pollution, proximity to major sources of carcinogens, and
     9  an evaluation of the effectiveness of  existing  medical  facilities  in
    10  each  city.   The study shall include recommendations for evidence-based
    11  interventions to address the high burden of cancer clusters in each city
    12  and town included in the study.
    13    2. For the purposes of this act, "cancer cluster" shall mean a  great-
    14  er-than-expected  number  of  cancer cases that occurs within a group of
    15  people in a geographic area over a period of time.
    16    § 2. The study shall be completed and  posted  on  the  department  of
    17  health's website by September thirtieth, two thousand twenty-three.
    18    § 3. This act shall take effect immediately.
