AN ACT to amend the mental hygiene law, in relation to the heroin and
opioid addiction wraparound demonstration services program; and to
amend chapter 32 of the laws of 2014, amending the mental hygiene law
relating to the heroin and opioid addiction wraparound demonstration
services program, in relation to the effectiveness thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 19.18-a of the mental hygiene law, as added by
2 chapter 32 of the laws of 2014, is amended to read as follows:
3 § 19.18-a Heroin and opioid addiction wraparound services [demon-
4 stration] program.
5 1. The commissioner, in consultation with the department of health
6 shall develop a heroin and opioid addiction wraparound services [demon-
7 stration] program. This program shall provide wraparound services to
8 adolescent and adult patients during treatment, including, but not
9 limited to, inpatient and outpatient treatment, and shall be available
10 to such patients for a clinically appropriate period for up to nine
11 months after completion of such treatment program. The commissioner
12 shall identify and establish where the wraparound services [demon-
13 stration] program will be provided.
14 2. Wraparound services shall include;
15 (a) Case management services which address:
16 (i) Educational resources;
17 (ii) Legal services;
18 (iii) Financial services;
19 (iv) Social services;
20 (v) Family services; and
21 (vi) Childcare services;
22 (b) Peer supports, including peer to peer support groups;
23 (c) Employment support; and

1 (d) Transportation assistance.
2 3. Not later than two years after the effective date of this section,
3 the commissioner shall provide the governor, the temporary president of
4 the senate, the speaker of the assembly, the chair of the senate stand-
5 ing committee on alcoholism and drug abuse and the chair of the assembly
6 committee on alcoholism and drug abuse with a written evaluation of the
7 [demonstration] program. Such evaluation shall address the overall
8 effectiveness of this [demonstration] program and whether continuation
9 or expansion of this [demonstration] program is recommended.
10 § 2. Section 2 of chapter 32 of the laws of 2014, amending the mental
11 hygiene law relating to the heroin and opioid addiction wraparound
12 services demonstration program, is amended to read as follows:
13 § 2. This act shall take effect immediately [and shall expire and be
14 deemed repealed three years after such effective date].
15 § 3. This act shall take effect immediately.
