AN ACT to amend the election law, in relation to authorizing a longer
period for early voting and designating early voting polling places
for a lesser increment of registered voters
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 and paragraph (a) of subdivision 2 of section
2 8-600 of the election law, as added by chapter 6 of the laws of 2019,
3 are amended to read as follows:
4 1. Beginning the [tenth] forty-ninth day prior to any general, prima-
5 ry, run-off primary pursuant to subdivision one of section 6-162 of this
6 chapter or special election for any public or party position except for
7 such an election held pursuant to title two of article six or article
8 fifteen of this chapter, and ending on and including the second day
9 prior to such general, primary, run-off primary or special election for
10 such public office or party position, persons duly registered and eligi-
11 ble to vote at such election shall be permitted to vote as provided in
12 this title. The board of elections shall establish procedures, subject
13 to approval of the state board of elections, to ensure that persons who
14 vote during the early voting period shall not be permitted to vote
15 subsequently in the same election.
16 (a) The board of elections shall designate polling places for early
17 voting, which may include the offices of the board of elections, for
18 persons to vote early pursuant to this title. There shall be so desig-
19 nated at least one early voting polling place for every full increment
20 of [fifty] twenty-five thousand registered voters in each county;
21 provided, however, the number of early voting polling places in a county
22 shall not be required to be greater than seven, and a county with fewer
23 than [fifty] twenty-five thousand voters shall have at least one early
24 voting polling place.
25 § 2. This act shall take effect on the ninetieth day after it shall
26 have become a law.
