AN ACT to amend the education law, in relation to adopting the Physical
Therapy Licensure Compact model language (Part A); to amend the educa-
tion law, in relation to adopting the Occupational Therapy Licensure
Compact model language (Part B); and to amend the education law, in
relation to adopting the Audiology and Speech-Language Pathology
Interstate Compact (Part C)
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. This act enacts into law components of legislation enacting
2 the Physical Therapy Licensure Compact, the Occupational Therapy Licen-
3 sure Compact, and the Audiology and Speech-Language Pathology Interstate
4 Compact. Each component is wholly contained within a Part identified as
5 Parts A through C. The effective date for each particular provision
6 contained within such Part is set forth in the last section of such
7 Part. Any provision in any section contained within a Part, including
8 the effective date of the Part, which makes reference to a section "of
9 this act", when used in connection with that particular component, shall
10 be deemed to mean and refer to the corresponding section of the Part in
11 which it is found. Section three of this act sets forth the general
12 effective date of this act.
13 PART A
14 Section 1. The education law is amended by adding a new section 6744
15 to read as follows:
16 § 6744. Physical Therapy Licensure Compact. Notwithstanding any law to
17 the contrary, the physical therapy licensure compact model language is
18 hereby adopted and enacted into law and entered into with all jurisdic-
19 tions legally joining therein.
20 § 2. This act shall take effect on the ninetieth day after it shall
21 have become a law. Effective immediately, the addition, amendment
22 and/or repeal of any rule or regulation necessary for the implementation

1 of this act on its effective date are authorized to be made and
2 completed on or before such effective date.
3 PART B
4 Section 1. The education law is amended by adding a new section 7909
5 to read as follows:
6 § 7909. Occupational Therapy Licensure Compact. Notwithstanding any
7 law to the contrary, the occupational therapy licensure compact model
8 language, as revised as of February fourth, twenty twenty-one, is hereby
9 adopted and enacted into law and entered into with all jurisdictions
10 legally joining therein.
11 § 2. This act shall take effect on the ninetieth day after it shall
12 have become a law. Effective immediately, the addition, amendment
13 and/or repeal of any rule or regulation necessary for the implementation
14 of this act on its effective date are authorized to be made and
15 completed on or before such effective date.
16 PART C
17 Section 1. The education law is amended by adding a new section 8209-a
18 to read as follows:
19 § 8209-a. Audiology and Speech-Language Pathology Interstate Compact.
20 Notwithstanding any law to the contrary, the audiology and speech-lan-
21 guage pathology interstate compact is hereby adopted and enacted into
22 law and entered into with all jurisdictions legally joining therein.
23 § 2. This act shall take effect on the ninetieth day after it shall
24 have become a law. Effective immediately, the addition, amendment
25 and/or repeal of any rule or regulation necessary for the implementation
26 of this act on its effective date are authorized to be made and
27 completed on or before such effective date.
28 § 2. Severability clause. If any clause, sentence, paragraph, subdivi-
29 sion, section or part of this act shall be adjudged by any court of
30 competent jurisdiction to be invalid, such judgment shall not affect,
31 impair, or invalidate the remainder thereof, but shall be confined in
32 its operation to the clause, sentence, paragraph, subdivision, section
33 or part thereof directly involved in the controversy in which such judg-
34 ment shall have been rendered. It is hereby declared to be the intent of
35 the legislature that this act would have been enacted even if such
36 invalid provisions had not been included herein.
37 § 3. This act shall take effect immediately; provided, however, that
38 the applicable effective date of Parts A through C of this act shall be
39 as specifically set forth in the last section of such Parts.
