        Introduced by COMMITTEE ON RULES -- (at request of M. of A. Gonzalez-Ro-
          jas) -- read once and referred to the Committee on Higher Education
 
        AN  ACT to amend the education law, in relation to requiring free access
          to medication abortion services to all students on college and univer-
          sity campuses
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 319 to
     2  read as follows:
     3    §  319.  Free  access  to  medication abortion services on college and
     4  university campuses. 1. For purposes  of  this  section,  the  following
     5  terms shall have the following meanings:
     6    (a)  "Student  health  center"  shall  mean a clinic providing primary
     7  health care services to students.
     8    (b) "Medication abortion" shall mean the process of  using  medication
     9  to terminate a pregnancy.
    10    2.  The  commissioner  shall,  in conjunction with the commissioner of
    11  health, ensure that all student health centers on college and university
    12  campuses in the state offer medication abortion services and  any  addi-
    13  tional  techniques  or  processes  that  are  associated with medication
    14  abortion onsite to students attending  such  colleges  and  universities
    15  free of charge.
    16    3.  Such  medication abortion services made available pursuant to this
    17  section shall be provided by medical  professionals  on  staff  at  such
    18  student  health  centers  or  by a third party who has contracted with a
    19  college or university to provide such medical services.
    20    § 2. This act shall take effect immediately.
