        AN ACT to amend the public buildings law, in relation to requiring  that
          all single occupancy bathrooms in state owned or operated buildings be
          designated as gender neutral
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The public buildings law is amended by adding a new section
     2  145 to read as follows:
     3    § 145. Gender neutral single occupancy bathrooms. 1.  The commissioner
     4  of general services shall have the power and it shall be his or her duty
     5  to ensure that all single occupancy bathrooms in state owned or operated
     6  buildings be designated as gender neutral  single  occupancy  bathrooms.
     7  For  purposes of this section: "state owned or operated buildings" shall
     8  mean any state owned property used  for  official  state  business,  and
     9  shall  include any building or office space, not owned by the state, but
    10  which is primarily used for official state business; and  "single  occu-
    11  pancy"  shall  mean  intended  for use by no more than one occupant at a
    12  time or for family or assisted use.
    13    2. In the event that a state owned or operated building does not  have
    14  a  single  occupancy bathroom on the effective date of this section, the
    15  commissioner of general services shall require such building to  install
    16  a  single  occupancy bathroom. Such   installation of a single occupancy
    17  bathroom shall be completed within one year of the   effective  date  of
    18  this  section.  Single  occupancy  bathrooms  installed pursuant to this
    19  section shall be designated as gender neutral.
    20    § 2. This act shall take effect on the ninetieth day  after  it  shall
    21  have  become  a  law;  provided,  however,  that the addition, amendment
    22  and/or repeal of any rule or regulation necessary for the implementation
    23  of this act on  its  effective  date  are  authorized  to  be  made  and
    24  completed on or before such effective date.
