  TITLE OF BILL: An act relating to party boats in Sheepshead Bay   PURPOSE OR GENERAL IDEA OF BILL: To prevent the docking and anchoring of party boats in Sheepshead Bay, and to prevent party boats from creating noise disturbances   SUMMARY OF SPECIFIC PROVISIONS: Section 1(a) prohibits public noise disturbances in Sheepshead Bay and defines public noise disturbances. (b) prohibits the operation, anchoring, or securing a party boat within Sheepshead Bay. (c) defines party boats as vessels over 14 feet in length operated by an owner or employee and rented for a group recreational event of more than six passengers. (d) exempts fishing boats from provisions of this act. Section 2 provides for an immediate effective date.   JUSTIFICATION: The operation of party boats in close proximity to residential areas in Sheepshead Bay has created an environment of sustained public noise disturbances. Party boat operators use sound to enhance the experience of their patrons at the expense of the quality of life of residents, businesses, and others near shorelines. Party boats in Sheepshead Bay operate without regard to the community they exist in and absolve them- selves of the negative actions of their patrons once they dock. Prevent- ing the docking and anchoring of party boats in Sheepshead Bay would alleviate many of the problems they bring and noise abatement proce- dures, limiting the production and volume of noise generated by party boats, would restore quality of life to those who make use of or live on the Sheepshead Bay shoreline.   PRIOR LEGISLATIVE HISTORY: New 2015   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect immediately.
