          tee on Health
 
        AN ACT to amend the public health law, in relation  to  requiring  tele-
          phones capable of making local and long-distance telephone calls be in
          every nursing home patient's room
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 3 of section 2803-c of the public health law is
     2  amended by adding a new paragraph s to read as follows:
     3    s. Subject to  regulations  promulgated  by  the  commissioner,  every
     4  patient  shall have the right to a telephone capable of making local and
     5  long-distance telephone calls at  such  patient's  bedside  or  in  such
     6  patient's room depending upon the mobility of the patient.
     7    § 2. This act shall take effect on the one hundred eightieth day after
     8  it  shall have become a law. Effective immediately, the addition, amend-
     9  ment and/or repeal of any rule or regulation necessary for the implemen-
    10  tation of this act on its effective date are authorized to be  made  and
    11  completed on or before such effective date.
