upward social mobility and sustainable development; and

  WHEREAS, The Pageant also fosters lasting relationships among the
contestants with individuals and organizations who encourage positive
change and transformation in communities which are classified as the
"hood", "inner cities" and the "projects"; and

  WHEREAS, The sponsors of the Pageant truly hope it will ultimately
lead to a reduction in teenage pregnancy and high school drop outs among
the young women population in Brownsville; and

  WHEREAS, The Miss Teen Brownsville Pageant will feature 10 young
women who will compete in three categories: Sports Wear, Casual Wear and
Formal/Evening Wear; in addition, the contestants will be expected to
participate in the talent portion, and initiate a program targeting
young women which will encourage communal unity across their  community;
the top five contestants will be asked questions relating to current
affairs; and

  WHEREAS, Contestants truly exemplify the potential inherent in our
young women, and serve as outstanding role models for their peers and
for the young people with whom they work and stand with poise and
purpose to face the challenges of new experiences; and

  WHEREAS, It is the sense of this Legislative Body that when
