COMMENDING Dr. Hari Krishna Shukla upon the
occasion of his designation as recipient of a
Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate
WHEREAS, It is the custom of this Legislative Body to recognize and
pay tribute to those individuals within the Empire State who have made
strong contributions to their communities and who inspire others through
their model citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Dr. Hari Krishna Shukla upon the occasion of his designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and
WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and
WHEREAS, Dr. Hari Krishna Shukla has given not only of his time and
energies but also of his competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, Born in India and later immigrating to the United States in
1980 through the Rotary International Scholar exchange program, Dr. Hari
Krishna Shukla served the Queens, New York community as a pediatrician
for over 20 years; and
WHEREAS, Dr. Hari Krishna Shukla has dedicated himself to finding a
solution to safely administer lifesaving care to babies born premature;
through his diligent and dedicated work, he developed a mathematical
formula that would allow for safer delivery of intravenous fluids and
medications to premature children; and
WHEREAS, This new formula Dr. Hari Krishna Shukla created for an
umbilical venous catheter (UVC) has been recognized and used worldwide;
his formula has been used for pediatric doctors in hospitals and in
teaching settings from Johns Hopkins to Harvard University; in 2018, the
National Institute of Health cited that Dr. Shukla's formula achieved
"optimum UVC tip position" and the formula was 84% accurate compared to
the only 57% accuracy achieved through other methods; and
WHEREAS, This achievement has positively affected the lives of
millions of children and should be justly recognized and commended by
the citizens of New York State, as one of its citizens has had a
profound impact on the field of healthcare expanding internationally;
and
WHEREAS, Dr. Hari Krishna Shukla has operated his own private
practice for over two decades in Flushing, Queens, and has humbly served
thousands of children in Queens, with a particular focus on the South
Asian community; when the Children's Health Insurance Program was passed
by the U.S. Congress, he opened his office and enrolled 3,000 South
Asian children over a four-year period; and
WHEREAS, Dr. Hari Krishna Shukla has selflessly participated in a
number of humanitarian efforts, including providing machinery to Bhuj,
India after an earthquake in 2001; after the tsunami of 2004 in Sri
Lanka, he partnered with the South Asians of NY Inc. to collect
medicine, surgical supplies, and baby formula; he did the same after the
2010 earthquake in Haiti, showcasing his unrelenting commitment to
demonstrating compassion in all facets of his life; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Dr. Hari Krishna Shukla has
displayed throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. Hari Krishna Shukla upon the occasion of his designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Hari Krishna Shukla.
