MOURNING the death of Terrance M. Spencer,
contracting executive, devoted family man, and
pillar in his community
WHEREAS, It is with feelings of deepest regret that this Legislative
Body records the passing of Terrance M. Spencer, an extraordinary
gentleman of indomitable faith and dedication whose purposeful life will
long serve as a standard to which others might aspire; and
WHEREAS, A native of Buffalo, New York, Terrance M. Spencer passed
away on Wednesday, May 29, 2019, at the age of 45, in Towson, Maryland;
and
WHEREAS, Terrance M. Spencer, affectionately known to many as Terry,
grew up in South Buffalo and attended St. Martin of Tours School on
Abbott Road through fourth grade before moving to City Honors School,
where he served as the class president and prom king; and
WHEREAS, Terrance M. Spencer earned the distinguished rank of Eagle
Scout, and was a faithful member of St. Martin's Church where he was an
altar boy; and
WHEREAS, Upon graduating from high school, Terrance M. Spencer
attended the Ivy League University of Pennsylvania in Philadelphia on a
full scholarship; after earning his bachelor's degree in mechanical
engineering in 1995, he began his career with the Whiting-Turner
Contracting Co. in Baltimore, Maryland; and
WHEREAS, As Division Vice President, Terrance M. Spencer led
institutional health care projects across the Middle Atlantic states
including Johns Hopkins Hospital's Wilmer Eye Institute, Skip Viragh
Cancer Center, the Pennsylvania State University's Hershey Medical
Center Children's Hospital expansion, and various projects at the
University of Maryland's Medical System, including its shock trauma
center; and
WHEREAS, Terrance M. Spencer was an active member of his community,
serving on the boards of the Towson YMCA, the Maryland Science Center
and Job Opportunities Task Force; and
WHEREAS, When he was not working or helping someone, Terrance M.
Spencer enjoyed sports, especially rugby, camping and spending time with
his beloved family and friends; and
WHEREAS, Even though he lived in Maryland for the last 24 years,
Terrance M. Spencer always had a deep love for his hometown of Buffalo;
he would visit as often as possible and loved to participate in the
Annual Shamrock Run, and regularly recruited potential candidates for
his contracting firm from the University at Buffalo; and
WHEREAS, Terrance M. Spencer is survived by his wife, the former
Suzanne Horvath; one daughter, Elizabeth; two sons, Matthew and Andrew;
his mother, Donna; his father, William D.; two brothers, Patrick and
James; and three sisters, Laura, Erin, and Susan; as well as numerous
friends and colleagues who will long cherish his memory; and
WHEREAS, Through his boundless energy and profound words of wisdom,
Terrance M. Spencer's legacy of true grace and infinite selflessness and
kindness, will shine on through his family's vivid and happy memories;
his shining light and strength will forever serve as a beacon of love
and hope for all who were privileged to have known and loved such an
amazing and dynamic man; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Terrance M. Spencer, contracting executive, devoted
family man, and pillar in his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Terrance M. Spencer.
