HONORING Sergeant Frank Scarchilli upon the
occasion of his retirement after more than 22 years
of dedicated service to the Utica Police Department
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Sergeant
Frank Scarchilli upon the occasion of his retirement after more than 22
years of dedicated service to the Utica Police Department; and
WHEREAS, Frank Scarchilli began his career with the Utica Police
Department (UPD) in 1999 in the Patrol Division where he patrolled East
Utica neighborhoods, becoming a fixture in the community; and
WHEREAS, Promoted to the Criminal Investigations Division, Frank
Scarchilli spent years as an undercover narcotics investigator;
additionally, he was involved in several multi-jurisdictional cases on
county, state, and federal levels; these investigations resulted in
numerous high-level arrests and brought about the collapse of major drug
trafficking rings; and
WHEREAS, In June of 2015, Frank Scarchilli was promoted to the rank
of Sergeant and returned to the Patrol Division, passing his knowledge
of departmental operations down to the younger generation of officers;
most recently prior to his retirement, he worked supervising the
Warrants and Special Investigations Units; and
WHEREAS, Actively involved in his Department, Sergeant Frank
Scarchilli was a member of the UPD Boilermaker Team, volunteered for the
Special Olympics, and fought in the ring for UPD Boxing; and
WHEREAS, Sergeant Frank Scarchilli was always willing to be front
and center supporting, volunteering, and being a strong face for the
Utica Police Department; he even had the honor of representing UPD in a
movie entitled "Clean" which was filmed extensively in Utica; and
WHEREAS, Many UPD and outside agency officers learned the skills
necessary for their positions from Sergeant Frank Scarchilli due to his
multi-faceted instruction at the Mohawk Valley Police Academy; and
WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Sergeant Frank Scarchilli upon the occasion of his retirement from
the Utica Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Sergeant Frank Scarchilli.
