HONORING Vic Martucci upon the occasion of his
designation as recipient of the 2019 Citizen of the
Year Award by the Clarence Chamber of Commerce on
March 7, 2019
WHEREAS, It is the custom of this Legislative Body to recognize and
commend those distinguished citizens who would devote their life's work
and purpose to community service, contributing to the welfare of the
citizens of their communities and this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Vic Martucci upon the occasion of his designation as recipient of the
2019 Citizen of the Year Award by the Clarence Chamber of Commerce, to
be celebrated at its 47th Annual Awards Dinner on Thursday, March 7,
2019, at Samuel's Grande Manor in Clarence, New York; and
WHEREAS, Vic Martucci is receiving this prestigious award for his
steadfast and unremitting commitment to his beloved community of
Clarence; and
WHEREAS, Vic Martucci began his distinguished 36-year career in both
private business and government service as an intern for Buffalo
District Office of Congressman Jack Kemp; in 1984, at the age of 24, he
was hired by the Director of Field Operations for Reagan/Bush New York
to coordinate grassroots programs for New York State's 62 counties; and
WHEREAS, One year later, Vic Martucci became the Senior Executive
Assistant to then Erie County Executive Edward J. Rutkowski, serving as
a liaison to the New York State Association of Counties and its Medicaid
Reform Task Force; later, he worked for Senators Walter J. Floss and his
successor, John B. Sheffer; and
WHEREAS, Vic Martucci joined a local advertising and public
relations firm in 1989; throughout his tenure, he worked with a diverse
mix of clients, handling a variety of services including writing press
releases and editorial pieces, scheduling and managing news conferences,
writing and designing brochures, writing and producing radio and
television commercials, writing campaign plans and campaign finance
plans and advising clients on strategic planning; and
WHEREAS, From 1995-2009, Vic Martucci held the title of Vice
President of The Marrano/Marc Equity Corporation, Upstate New York's
largest homebuilder; in this capacity, he developed strong, enduring
bipartisan relationships with elected officials at every level of
government; and
WHEREAS, In addition, Vic Martucci developed an expertise in zoning
and planning laws and regulations, as well as New York State's complex
SEQR requirements; he successfully managed the development of
condominium projects in Boston, Massachusetts, and most recently,
Hillsboro Beach, Florida; he also played an important role in writing
and managing the company's annual business plan and long-term strategic
plan; and
WHEREAS, In 1999, Vic Martucci was appointed by former Governor
George Pataki to serve on the Peace Bridge Authority, a bi-national
public authority responsible for operating and maintaining one of the
United States busiest border crossings; two years later, he served as
Vice Chairman of the Peace Bridge Authority, and was later elected
Chairman; and
WHEREAS, For his exceptional contributions to his profession, Vic
Martucci was named to Business First of Buffalo's "40 under 40" list;
and
WHEREAS, Vic Martucci is also an important and cherished member of
his community; for 14 years he volunteered his time and energy as a
little league coach for softball, baseball, and football; in 2006, he
was elected President of the Town of Clarence Baseball Association
(TCBA), which has over 1,000 youth participants; during his time on the
TCBA Board of Directors, he led the successful effort to create new
baseball, softball and soccer fields at Memorial Park, as well as the
construction of a year-round, indoor practice facility for Clarence
baseball and softball; and
WHEREAS, In 2015, Vic Martucci was inducted into the Clarence
Baseball Association Hall of Fame, and was the recipient of the 2016
Jack Yanno Service to Baseball Award; and
WHEREAS, This remarkable man also served as President of the
Clarence High School Football Boosters from 2011-2012, and helped found
the Clarence Schools Enrichment Foundation, which has raised funds and
provided support over a number of years for sports and arts activities
that could no longer be supported by the school district; under his
luminous leadership, the Foundation has awarded significant funds in
grants to teachers, coaches and club advisors through a competitive
process, and is a model being replicated by public school districts
across New York State; and
WHEREAS, From December of 2013 through December of 2014, Vic
Martucci served as Chair of the Clarence Central School District's
Citizen's Advisory Task Force on Facilities, which recommended and
helped pass two capital bond referenda which funded the construction of
the new state-of-the-art athletic complex at the high school, as well as
much needed capital repairs and technology upgrades for the district's
several school buildings; and
WHEREAS, Vic Martucci was a member of the Boards of Directors for
Anorexia Bulimia Buffalo, the Ken-Ton Chamber of Commerce and the Town
of Tonawanda Zoning Board of Appeals, and is a faithful parishioner at
the Nativity of the Blessed Virgin Mary Church, where he was the Chair
of the Parish Council for two years; currently, he holds the title of
Vice Chairman of the Nativity School Board and is a lector at the
church; and
WHEREAS, With him throughout have been his wife, Connie, and their
three children, all of whom have shown him love and support and rejoice
in his many achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Vic Martucci upon the occasion of his designation as recipient of
the Citizen of the Year Award by the Clarence Chamber of Commerce; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Vic Martucci.
