Assembly Resolution No. 329

        COMMEMORATING the 50th Anniversary of the Southern
        Tier Central Regional Planning and Development Board
 
  WHEREAS, It is the custom of this Legislative Body to recognize that
the  quality  and  character  of life in the communities across New York
State are reflective of the concerned and  dedicated  efforts  of  those
organizations and individuals who would devote themselves to the welfare
of the community and its citizenry; and
 
  WHEREAS,  Attendant  to  such  concern,  and in full accord with its
long-standing traditions, this  Legislative  Body  is  justly  proud  to
commemorate  the  50th Anniversary of the Southern Tier Central Regional
Planning and Development Board; and
 
  WHEREAS, For  five  decades,  the  Southern  Tier  Central  Regional
Planning and Development Board (STC) has provided comprehensive planning
for  the  coordinated  growth  and development of Chemung, Schuyler, and
Steuben Counties; and
 
  WHEREAS, Established in 1969,  by  Chemung,  Schuyler,  and  Steuben
Counties,  STC  strives  to  promote  coordination among the neighboring
counties and provide a regional  approach  to  those  concerns  crossing
geographic and political boundaries; and
 
  WHEREAS,  Today,  STC offers a wide variety of services and programs
to assist both the private and public sectors,  some  of  which  include
economic   development  planning;  community  development  planning  and
technical assistance; local government official training and  leadership
development,   including  the  Annual  Regional  Leadership  Conference;
environmental and land use, transportation and human services  planning;
water resource management, including flood mitigation; research, census,
and   data   services;  computer  technology  services;  and  Geographic
Information Systems (GIS); and
 
  WHEREAS, STC has been designated as a Local Development District  of
the Appalachian Regional Commission and an Economic Development District
of  the  Economic  Development  Administration  which  qualifies  it for
special grant funding and project assistance to promote important  local
economic and community development projects; and
 
  WHEREAS,  As  the  local development agency for both the Appalachian
Regional Commission and the  Economic  Development  Administration,  and
through  its  work with other funding sources, the STC bring millions of
dollars to the region; and
 
  WHEREAS, Under the luminous leadership of Executive Director  Marcia
D.    Weber,  STC collaborates with the region's resources on the local,
state and federal levels to find solutions for today's and the  future's
issues and needs; and
 
  WHEREAS,  The  success  of  the  STC is in direct correlation to the
efforts of its  staff,  whose  involvement  is,  and  always  has  been,
characterized  by an impressive commitment, an unbridled enthusiasm, and
 
an uncompromising standard of excellence in all endeavors on  behalf  of
the institution and the community it serves; and
 
  WHEREAS,  It  is  the  sense  of  this  Legislative  Body  that when
individuals and organizations of such noble aims and accomplishments are
brought to our attention, they should be celebrated  and  recognized  by
all the citizens of this great Empire State; now, therefore, be it
 
  RESOLVED,  That  this Legislative Body pause in its deliberations to
commemorate the 50th Anniversary of the Southern Tier  Central  Regional
Planning and Development Board; and be it further
 
  RESOLVED,  That  a  copy  of this Resolution, suitably engrossed, be
transmitted to  Marcia  D.  Weber,  Executive  Director,  Southern  Tier
Central Regional Planning and Development Board.
