AN ACT to amend chapter 182 of the laws of 1960 amending the highway law
relating to providing that the Narrows Bridge shall be designated and
known as "the Verrazano-Narrows Bridge", in relation to making a tech-
nical correction thereto; and to amend the state law, the highway law,
the navigation law, the environmental conservation law, the public
authorities law, and the administrative code of the city of New York,
in relation to the Verrazzano-Narrows bridge
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1 of chapter 182 of the laws of 1960 amending the
2 highway law relating to providing that the Narrows Bridge shall be
3 designated and known as "the Verrazano-Narrows bridge", is amended to
4 read as follows:
5 Section 1. In recognition of the bold explorations of Giovanni da
6 [Verrazano] Verrazzano and his discovery of New York harbor in fifteen
7 hundred twenty-four, the bridge to be constructed between Staten Island
8 and Long Island, sometimes referred to as the Narrows bridge or the
9 Brooklyn Richmond project, shall upon construction be designated and
10 known as "The [Verrazano-Narrows] Verrazzano-Narrows Bridge"
11 § 2. Subdivision 46 of section 121 of the state law, as added by chap-
12 ter 16 of the laws of 2012, is amended to read as follows:
13 46. Forty-sixth district. In the county of Kings, the part of the
14 borough of Brooklyn bounded by a line described as follows: Beginning at

8 § 3. The paragraph relating to interstate route connection 512 of
9 section 340-a of the highway law, as amended by chapter 453 of the laws
10 of 2008, is amended to read as follows:
11 Interstate Route Connection 512. Staten Island expressway from
12 Goethals bridge approach to [Verrazano-Narrows] Verrazzano-Narrows
13 bridge approach, Brooklyn-Queens expressway from [Verrazano-Narrows]
14 Verrazzano-Narrows bridge approach to Grand Central parkway, Grand
15 Central parkway from Brooklyn-Queens expressway to Robert F. Kennedy
16 bridge approach, Major Deegan expressway from Robert F. Kennedy bridge
17 approach to the Westchester county line connecting with interstate route
18 502.
19 § 4. Section 343-h of the highway law, as amended by chapter 97 of the
20 laws of 1998 and as renumbered by chapter 14 of the laws of 1999, is
21 amended to read as follows:
22 § 343-h. Portion of the state highway system to be designated as the
23 "POW-MIA Memorial Highway". All that portion of the state highway system
24 located in Richmond county constituting route 278 from the Goethals
25 bridge to the [Verrazano-Narrows] Verrazzano-Narrows bridge (Staten
26 Island Expressway) shall be designated and known as the "POW-MIA Memori-
27 al Highway".
28 § 5. Section 349-f of the highway law, as amended by chapter 558 of
29 the laws of 2010, is amended to read as follows:
30 § 349-f. New York city routes. The following existing or proposed main
31 routes or thoroughfares, are designated herein, as aforesaid, viz.:
32 New England thruway from the Westchester county line to Bruckner
33 expressway; Bruckner expressway from New England thruway to Robert F.
34 Kennedy bridge approach; Hutchinson river parkway from the Westchester
35 county line to the Bronx-Whitestone bridge approach; Bronx river parkway
36 from the Westchester county line to Bruckner expressway; Henry Hudson
37 parkway from the Westchester county line to Miller highway excepting the
38 Henry Hudson bridge, provided that no portion of this route from West
39 Seventy-second street to the Cross Bronx expressway shall be constructed
40 or reconstructed so as to encroach in any way on or over any land mapped
41 or used for park purposes except for such temporary encroachment of no
42 more than ten feet in width from seventy-third street to seventy-sixth
43 street as may be essential during and for the purpose of reconstruction
44 or repair of the existing roadway following which there shall be full
45 restoration of park land; Major Deegan expressway from the Robert F.
46 Kennedy bridge to Central Park avenue at the Westchester county line
47 together with a connection to Broadway and along Broadway to Manhattan
48 college parkway; Cross Bronx expressway from George Washington bridge
49 approach to Throgs Neck bridge; Throgs Neck expressway from Bruckner
50 expressway to Throgs Neck bridge; Arthur V. Sheridan expressway from
51 Cross-Bronx expressway to Bruckner expressway; Mosholu parkway from

32 to the [Verrazano-Narrows] Verrazzano-Narrows bridge with a connection
33 to Bayonne bridge; Willowbrook parkway from Staten Island expressway to
34 Great Kills park; West Shore expressway from Staten Island expressway to
35 Outerbridge crossing; Shore Front drive northerly from the terminus of
36 West Shore expressway at Staten Island expressway, thence generally
37 along the shore lines of Kill Van Kull, the Narrows, Lower New York bay
38 and Raritan bay to the approach to Outerbridge crossing.
39 § 6. Section 91-a of the navigation law, as amended by chapter 197 of
40 the laws of 1990, is amended to read as follows:
41 § 91-a. Licensing of Hudson river pilots. The commissioners, or a
42 majority of them, shall license, for such terms as they may think prop-
43 er, as many pilots as they may deem necessary to pilot ships through
44 that portion of the Hudson river specified in this act, the continuation
45 of the Hudson river, and the main ship channel of the Upper bay, New
46 York harbor, east of a line from Robbins reef light to the tower at
47 Staten Island borough hall and down to the [Verrazano-Narrows] Verrazza-
48 no-Narrows Bridge, and such commissioners may specify in such licenses
49 different degrees of qualifications appropriate to different parts or
50 branches of pilot duty, according to the competency of the applicant.
51 § 7. Subdivision 1 of section 11-0306 of the environmental conserva-
52 tion law, as added by chapter 612 of the laws of 1987, is amended to
53 read as follows:
54 1. There is established a Hudson River estuarine district which shall
55 include the tidal waters of the Hudson River, including the tidal waters

1 of its tributaries and wetlands from the federal lock and dam at Troy to
2 the [Verrazano-Narrows] Verrazzano-Narrows.
3 § 8. Section 553-f of the public authorities law, as amended by chap-
4 ter 2 of the laws of 1993, is amended to read as follows:
5 § 553-f. Tokens. Notwithstanding any inconsistent provision of law,
6 but subject to agreements with noteholders and bondholders, the authori-
7 ty shall offer for sale tokens with respect to residents of the county
8 of Richmond and may, except as otherwise provided herein, regulate the
9 use thereof. Tokens for residents of the county of Richmond shall enti-
10 tle the purchaser to crossings over the [Verrazano-Narrows] Verrazzano-
11 Narrows bridge at a reduced cost of eighty per centum of the regular
12 crossing fare imposed on nonresidents of the county of Richmond. In the
13 event the authority shall impose a surcharge in addition to the regular
14 toll for crossings over the [Verrazano-Narrows] Verrazzano-Narrows
15 bridge, such surcharge shall not be deemed a part of the regular cross-
16 ing fare for purposes of this section, and the tokens offered for sale
17 to the residents of the county of Richmond as herein provided shall also
18 entitle the purchaser to a permanent exemption from the payment of any
19 such surcharge in an amount equal to the amount of any such surcharge
20 imposed during calendar year nineteen hundred ninety-three. Application
21 for such tokens or other payment devices shall be made in such manner as
22 prescribed by the authority and shall contain such information as the
23 authority may reasonably require.
24 § 9. Paragraph 35 of subdivision a of section 3-202 of the administra-
25 tive code of the city of New York is amended to read as follows:
26 35. Thirty-fifth District
27 That part of the Borough of Staten Island bounded by a line described
28 as follows:
29 BEGINNING at a point in waters of Arthur Kill between border lines of
30 New Jersey, and Richmond County, at Goethals Bridge, proceeding south-
31 east, to Railroad cut, then proceeding east, to Gulf Avenue, to Staten
32 Island Expressway, to Bengal Avenue, to Fahy Avenue, to Arlene Street,
33 to Lander Avenue, to Richmond Avenue, to Victory Boulevard, to Willow-
34 brook Road, to Watchogue Road, to Victory Boulevard, to Manor Road, to
35 Ocean Terrace, to Todt Hill Road, to Richmond Road, proceeding norther-
36 ly, to Cromwell Avenue, to Hylan Boulevard, to Old Town Road, to Staten
37 Island Rapid Transit Line, proceeding north on Staten Island Rapid Tran-
38 sit Line, to West Fingerboard Road, to Steuben Street, to Hylan Boule-
39 vard, to Hickory Avenue, to McClean Avenue, to Lily Pond Avenue,
40 extended to waters of Atlantic Ocean; thence northerly and westerly
41 through the Narrows, through the Kill Van Kull Waters, including the
42 entire part of the City of New York known as Snooter's Island, to the
43 waters of the Arthur Kill, to the point or place of beginning; this
44 district is further intended to include that part of the Borough of
45 Brooklyn bounded by a line described as follows:
46 BEGINNING at a point at the Brooklyn borough line in the waters of
47 Gravesend Bay at Twenty-sixth Avenue, extended to Harway Avenue, to
48 Stillwell Avenue, to Avenue U, to West Ninth Street, to Avenue T, to
49 West Twelfth Street, to Kings Highway, to Bay Parkway, to Seventy-sev-
50 enth Street, to Twentieth Avenue, to Benson Avenue, to Eighteenth
51 Avenue, to Cropsey Avenue, to Bay Nineteenth Street, to Shore Parkway,
52 to Shore Road extension, to Bay Eighth Street, to Cropsey Avenue, to
53 Fourteenth Avenue, to Poly Place, to Battery Avenue, thence northerly
54 and westerly along the border of the United States Government reserva-
55 tion known as Fort Hamilton, to Gowanus Expressway, to Fort Hamilton
56 Parkway, to One Hundred First Street, to Fourth Avenue, extended in the

1 waters of The Narrows, at the Brooklyn borough line, thence projected
2 into the waters of the Lower Bay, on the north side of and parallel to
3 the [Verrazano Narrows] Verrazzano-Narrows Bridge thence southerly and
4 easterly to the point or place of beginning.
5 § 10. The New York state department of transportation, the New York
6 city department of transportation and the metropolitan transportation
7 authority shall provide for the installation and maintenance of adequate
8 signage in conformance with this act within such time and in such manner
9 as they shall deem appropriate, provided that such time does not exceed
10 one hundred eighty days after the effective date of this act. However,
11 to avoid confusion and to limit any possible disruption of commerce, the
12 designations called for pursuant to this act shall be one of ceremonial
13 nature and the official name of such bridge shall not be changed as a
14 result of this act.
15 § 11. Terms occurring in laws, regulations, contracts and other docu-
16 ments. Whenever Verrazano-Narrows Bridge or Verrazano Narrows Bridge is
17 referred to or designated in any law, regulation, contract or document,
18 such reference or designation shall be deemed to refer to the Verrazza-
19 no-Narrows Bridge, and no such laws, regulations, contracts or other
20 documents shall be thereby impaired in any way.
21 § 12. This act shall take effect immediately.
