        Introduced  by Sens. KENNEDY, KRUEGER -- read twice and ordered printed,
          and when printed to be committed to the Committee on Health
 
        AN ACT to amend the public health law, in relation to creating medicinal
          guidelines to aid in  the  administration  of  prescription  drugs  to
          patients with high risks of addiction
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known and may be cited  as  the  "Michael
     2  David Israel addiction transition law".
     3    §  2.  The public health law is amended by adding a new section 3351-a
     4  to read as follows:
     5    § 3351-a. Guidelines. The department shall promulgate  medical  guide-
     6  lines  and  regulations  for  persons  authorized  under  this  title to
     7  distribute or dispense substances controlled under this  title  for  the
     8  purpose of helping such persons transition patients from pain management
     9  substances  with  a  high risk of addiction to pain management solutions
    10  that present a low risk of addiction or do not involve substances  regu-
    11  lated under this title.
    12    §  3.  This  act shall take effect on the ninetieth day after it shall
    13  have become a law. Effective immediately, the addition, amendment and/or
    14  repeal of any rule or regulation necessary  for  the  implementation  of
    15  this  act  on  its effective date are authorized to be made on or before
    16  such effective date.
