        Introduced  by  Sens. AVELLA, KRUEGER -- read twice and ordered printed,
          and when printed to be committed to  the  Committee  on  Judiciary  --
          recommitted  to  the  Committee on Judiciary in accordance with Senate
          Rule  6,  sec.  8  --  committee  discharged,  bill  amended,  ordered
          reprinted as amended and recommitted to said committee

                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing an amendment to section 2 of article 3 of the constitution, in
          relation  to increasing the terms of office of members of the legisla-
          ture to four years
 
     1    Section 1. Resolved (if the Assembly concur), That section 2 of  arti-
     2  cle 3 of the constitution be amended to read as follows:
     3    §  2. The senate shall consist of fifty members, except as hereinafter
     4  provided. The senators [elected in the year one thousand  eight  hundred
     5  and  ninety-five  shall  hold  their  offices for three years, and their
     6  successors] shall be [chosen] elected for terms of two years;  provided,
     7  that  senators  elected  in the year two thousand eighteen and in subse-
     8  quent  years  thereafter  shall  hold  their  offices  for  four  years;
     9  provided,  further,  that  in  all legislative terms that commence imme-
    10  diately following a decennial census year, the term shall be two  years.
    11  The  assembly shall consist of one hundred and fifty members. The assem-
    12  bly members [elected in the year one thousand nine hundred  and  thirty-
    13  eight, and their successors,] shall be [chosen] elected for terms of two
    14  years;  provided, that assembly members elected in the year two thousand
    15  eighteen and in subsequent years thereafter shall hold their offices for
    16  four years; provided,  further,  that  in  all  legislative  terms  that
    17  commence  immediately  following a decennial census year, the term shall
    18  be two years.
    19    § 2. Resolved (if the Assembly concur), That  the  provisions  of  the
    20  foregoing  amendments  shall  apply  only  to terms of office commencing
    21  after such amendments shall have been adopted pursuant to section  1  of
    22  article 19 of the constitution.

     1    §  3. Resolved (if the Assembly concur), That the foregoing amendments
     2  be referred to the first regular legislative session convening after the
     3  next succeeding general election of the members of the assembly, and, in
     4  conformity with  section  1  of  article  19  of  the  constitution,  be
     5  published for three months previous to the time of such election.
