AN ACT to amend the highway law, in relation to requiring the develop-
ment of a program addressing the problem of wrong way drivers on New
York interstate highways
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The highway law is amended by adding a new section 67 to
2 read as follows:
3 § 67. Wrong way driver program. 1. Within one year of the effective
4 date of this section, the commissioner shall, in consultation with the
5 New York state department of motor vehicles, governor's traffic safety
6 committee, division of state police, local police agencies, local
7 governments, and any other department, division, board, bureau, commis-
8 sion, agency or public authority of the state or any political subdivi-
9 sion thereof deemed necessary by the commissioner, develop a program to
10 address the problem of wrong way drivers on New York interstate high-
11 ways.
12 2. Such program shall:
13 a. investigate possible reasons for the problem of wrong way drivers
14 on New York interstate highways;
15 b. assess what other states have done to address this problem;
16 c. set forth possible solutions to the problem;
17 d. consider potential federal funding available for such highway safe-
18 ty improvement projects; and
19 e. implement measures to reduce the problem of wrong way drivers on
20 New York interstate highways.

1 3. The commissioner shall report annually on program implementation
2 and findings to the governor, the temporary president of the senate, the
3 speaker of the assembly, and the chairs of the senate and assembly
4 transportation committees and the commissioner shall make a copy of such
5 reports available on its public-facing website on January twenty-fifth
6 of the year after the program takes effect and January twenty-fifth of
7 every year thereafter.
8 § 2. This act shall take effect immediately. Effective immediately,
9 the addition, amendment and/or repeal of any rule or regulation neces-
10 sary for the implementation of this act on its effective date are
11 authorized to be made and completed on or before such effective date.
