        Introduced  by  Sens. PARKER, PERKINS -- read twice and ordered printed,
          and when printed to be committed to the Committee on Energy and  Tele-
          communications
 
        AN ACT to amend the public authorities law, in relation to requiring the
          New  York state energy research and development authority to submit an

          annual report detailing energy efficiency savings  achieved  in  grant
          recipients' properties
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The public authorities law  is  amended  by  adding  a  new
     2  section 1873 to read as follows:
     3    §  1873.  Examination and reporting of energy efficiency grant recipi-
     4  ents; required. 1. The authority shall investigate the effectiveness  of
     5  all  energy  efficiency  grants  awarded  to  properties in the state to
     6  determine  the  energy  savings  gained  through  upgrades  and  repairs
     7  performed  with  grant  funds.  The authority shall procure energy bills
     8  from properties in receipt of grant funding through the  utility  corpo-

     9  ration that serves as the energy provider one year prior to the upgrades
    10  and  repairs executed with grant funding and for two years subsequent to
    11  the physical enhancements of such property.  The  authority  shall  then
    12  analyze this data to determine the energy savings gained through capital
    13  improvements  accomplished  with  grant  funding.  This  analysis should
    14  account for market rate fluctuations and other such outside factors  not
    15  directly  related  to  capital  upgrades  designed  to  encourage energy
    16  savings. This data shall be recorded in an annual report  in  accordance
    17  with subdivision two of this section.
    18    2.  The  authority  shall file with the legislature, the executive and

    19  the chairman of the state energy planning board an annual report detail-
    20  ing the analysis of energy savings of properties in receipt of authority
    21  grant funding and the total energy  savings  of  such  properties.  Such
    22  report  shall  also  be  delivered  directly  to the chair of the corpo-

     1  rations, authorities, and commissions committee in the senate, the rank-
     2  ing member of the corporations, authorities, and  commissions  committee

     3  in  the  senate,  the chair of the corporations, authorities and commis-
     4  sions committee in the assembly, the ranking member of the corporations,
     5  authorities  and commissions committee in the assembly, the chair of the
     6  energy and telecommunications  committee  in  the  senate,  the  ranking
     7  member of the energy and telecommunications committee in the senate, the
     8  chair of the energy committee in the assembly, the ranking member of the
     9  energy  committee  in the assembly and the chair of the renewable energy
    10  subcommittee in the assembly.
    11    § 2. This act shall take effect immediately.
