AN ACT to amend the education law, in relation to developing grow your
own initiatives at school districts, boards of cooperative educational
services and higher education institutions
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 3039
2 to read as follows:
3 § 3039. Grow your own initiative. 1. The commissioner, in consultation
4 with the department of labor, chancellor of the state university of New
5 York and chancellor of the city university of New York, shall develop
6 guidelines for school districts, boards of cooperative educational
7 services and institutions of higher education to use to develop grow
8 your own initiatives aimed at attracting underrepresented candidates
9 into the teaching profession. Such guidelines shall include but not be
10 limited to:
11 (a) Efforts for local recruitment of underrepresented candidates,
12 including those who are current teaching assistants, paraeducators, and
13 current students;
14 (b) Initiatives aimed at creating an early recruitment pipeline begin-
15 ning at the middle and high school level;
16 (c) Partnerships between school districts, community-based organiza-
17 tions, educator preparation institutions and institutions of higher
18 education to encourage and support underrepresented candidates to enter
19 and remain in the teaching profession; and

1 (d) Funding sources available to school districts and institutions of
2 higher education to attract and retain underrepresented candidates into
3 the teaching profession.
4 2. For purposes of this section "underrepresented candidate" means an
5 individual that has participated in, or may be eligible for, my broth-
6 er's keeper, teacher opportunity corps program, higher education oppor-
7 tunity program, education opportunity program or other similar program.
8 § 2. This act shall take effect on the one hundred eightieth day after
9 it shall have become a law.
