        Introduced by Sens. BENJAMIN, SEPULVEDA -- read twice and ordered print-
          ed,  and  when  printed  to  be  committed  to  the Committee on Crime
          Victims, Crime and Correction
 
        AN ACT to amend the correction law, in relation to providing identifica-
          tion cards to inmates upon release from incarceration

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. The correction law is amended by adding a new section 11 to
     2  read as follows:
     3    §  11.  Identification card program. 1. The commissioner, in consulta-
     4  tion with the commissioner of motor vehicles and the federal  bureau  of
     5  prisons,  shall  develop  a program to provide an identification card to
     6  each inmate upon the release of such inmate  from  the  custody  of  the
     7  department  or  from  the  custody of the federal bureau of prisons when
     8  such inmate is a resident of New York state. No fee shall be charged  to
     9  an inmate for the original issuance of such identification card.
    10    2.  As used in this section, "identification card" shall have the same
    11  meaning as defined in section four hundred ninety  of  the  vehicle  and
    12  traffic law.
    13    §  2. This act shall take effect on the first of January next succeed-
    14  ing the date on which it shall have become a law. Effective immediately,
    15  the addition, amendment and/or repeal of any rule or  regulation  neces-
    16  sary  for  the  implementation  of  this  act  on its effective date are
    17  authorized to be made and completed on or before such effective date.
