        Introduced  by Sens. THOMPSON, ONORATO, PARKER, SAVINO -- read twice and
          ordered printed, and when printed to be committed to the Committee  on

        AN ACT to amend the civil service law, in relation to civil service exam
          credits for police officers and firefighters in certain cities
 

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 58 of the civil service law is amended by adding  a
     2  new subdivision 7 to read as follows:
     3    7. (a) A city with a population between two hundred fifty thousand and
     4  one  million  is authorized to adopt a local law which would grant resi-
     5  dents of such city additional credits in  competitive  examinations  for
     6  original appointment as a police officer or firefighter pursuant to this
     7  section.
     8    (b) In the event of the enactment of a local law pursuant to paragraph
     9  (a)  of  this  subdivision, on an eligible list resulting from a compet-
    10  itive examination for original appointment as a police officer or  fire-

    11  fighter,  the  names of eligibles shall be entered in the order of their
    12  respective final earned ratings on examination, with  the  name  of  the
    13  eligible  with the highest final earned rating at the head of such list,
    14  provided however, that for the  purposes  of  determining  final  earned
    15  ratings,  a  person  who is a resident of such city shall be entitled to
    16  receive five points additional credit. Such additional credit  shall  be
    17  added  to the final earned rating after such person has qualified in the
    18  competitive examination and shall be granted only at the time of  estab-
    19  lishment of the resulting eligible list.
    20    (c)  Any  candidate  who  believes that he or she is entitled to addi-

    21  tional credit as provided in this section, may make an  application  for
    22  such  additional  credit at any time between the date of application for
    23  the examination and the date of the establishment of the eligible  list.

     1  Such  candidate shall provide appropriate documentary proof of residency
     2  as required by such city of residency.
     3    (d)  The  additional credit provided by this section shall be in addi-
     4  tion to any additional credit that may be granted pursuant to any gener-

     5  al, special or local law.
     6    (e) Any local law adopted pursuant to this section shall be applicable
     7  only to competitive examinations for original appointment  as  a  police
     8  officer  or firefighter of such city which are held at least thirty days
     9  after the adoption of such local law.
    10    § 2. This act shall take effect immediately.
