COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend a chapter of the laws of 2018 relating to the establish- ment of a pilot program to provide job and vocational skills training to youth who have been adjudicated juvenile delinquents or juvenile offenders residing in a facility overseen by the office of children and family services, as proposed in legislative bills numbers S.2084 and A.2449, in relation to making certain provisions permanent The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 1 of a chapter of the laws of 2018 relating to the 2 establishment of a pilot program to provide job and vocational skills 3 training to youth who have been adjudicated juvenile delinquents or 4 juvenile offenders residing in a facility overseen by the office of 5 children and family services, as proposed in legislative bills numbers 6 S.2084 and A.2449, is amended to read as follows: 7 Section 1. Notwithstanding any other provision of law to the contrary, 8 the [department of labor, in consultation with the] office of children 9 and family services shall [conduct a pilot program to] provide job and 10 vocational skills training to youth who have been adjudicated juvenile 11 delinquents or juvenile offenders under article 3 of the family court 12 act and who are residing in a facility overseen by the office of chil- 13 dren and family services as defined in section 504 or 504-a of the exec- 14 utive law[. Such pilot program shall be conducted], in at least three 15 residential facilities [chosen] operated by the office of children and 16 family services. [The office of children and family services shall17choose the three facilities in which the pilot program will be conducted18as considering factors including, but not limited to, existing voca-19tional and job skills training programs, the need for expansion of such20programs, the average length of stay, and age of youth at the specific21facilities. Such pilot program] Job and vocational skills training for EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD07029-01-9S. 1191 2 1 youth in facilities operated by the office of children and family 2 services shall use a combination of integrated support services, educa- 3 tional, vocational and job skill training to provide youth with skills 4 needed to advance to higher levels of education and higher wage jobs in 5 growing occupational fields. Youth wishing to participate in such 6 [program] job and vocational skills training who are also attending 7 school or are receiving educational services within the facility, [must8be given an option] shall be afforded the opportunity to participate in 9 the program at a time that does not conflict with their school or educa- 10 tion schedule or requirements. 11 § 2. Section 3 of a chapter of the laws of 2018 relating to the estab- 12 lishment of a pilot program to provide job and vocational skills train- 13 ing to youth who have been adjudicated juvenile delinquents or juvenile 14 offenders residing in a facility overseen by the office of children and 15 family services, as proposed in legislative bills numbers S.2084 and 16 A.2449, is amended to read as follows: 17 § 3. To the extent [possible] practicable, [the department of labor18and] the office of children and family services shall work in collab- 19 oration with the department of labor and community organizations operat- 20 ing in or around the counties where the facilities [chosen for the pilot21program] operated by the office of children and family services provid- 22 ing job and vocational skills training are located. Such community 23 organizations may include, but not be limited to, not-for-profit organ- 24 izations, faith based organizations, local development corporations and 25 small businesses. 26 § 3. Section 4 of a chapter of the laws of 2018 relating to the estab- 27 lishment of a pilot program to provide job and vocational skills train- 28 ing to youth who have been adjudicated juvenile delinquents or juvenile 29 offenders residing in a facility overseen by the office of children and 30 family services, as proposed in legislative bills numbers S.2084 and 31 A.2449, is amended to read as follows: 32 § 4. The [department of labor and the] office of children and family 33 services, in consultation with the department of labor, shall issue a 34 [joint] report on the [status of the pilot program] job and vocational 35 skills training services for youth in facilities operated by the office 36 of children and family services to the chair of the New York state 37 senate standing committee on children and families, the chair of the New 38 York state senate standing committee on labor, the chair of the New York 39 state assembly standing committee on children and families and the chair 40 of the New York state assembly standing committee on labor by December 41 31, 2019 and every three years thereafter. Such report shall include, 42 but not be limited to, the status of the [program] job and vocational 43 skills training programs in facilities directly operated by the office 44 of children and family services, the number of youth served in [the45program] such programs, the average length of time youth received job or 46 vocational skills training services in [the program] such programs, and 47 aggregate information on the employment and educational outcomes of the 48 youth participants if known, as of November 30[, 2019] of each year of 49 the years covered by the report. 50 § 4. Section 5 of a chapter of the laws of 2018 relating to the estab- 51 lishment of a pilot program to provide job and vocational skills train- 52 ing to youth who have been adjudicated juvenile delinquents or juvenile 53 offenders residing in a facility overseen by the office of children and 54 family services, as proposed in legislative bills numbers S.2084 and 55 A.2449, is amended to read as follows:S. 1191 3 1 § 5. This act shall take effect immediately [and shall expire and be2deemed repealed April 1, 2020]. 3 § 5. This act shall take effect on the same date and in the same 4 manner as a chapter of the laws of 2018 relating to the establishment of 5 a pilot program to provide job and vocational skills training to youth 6 who have been adjudicated juvenile delinquents or juvenile offenders 7 residing in a facility overseen by the office of children and family 8 services, as proposed in legislative bills numbers S.2084 and A.2449, 9 takes effect.
