        AN ACT to amend the social services law, in relation to establishing the
          post-adoption services program, and making an appropriation therefor
 

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Article 6 of the social services law is amended by adding a
     2  new title 10 to read as follows:
     3                                   TITLE 10
     4                           POST-ADOPTION SERVICES
     5  Section 458-a. Statement of legislative intent.
     6          458-b. Establishment of program.
     7    § 458-a. Statement of legislative intent. The legislature intends,  by
     8  the enactment of this title, to help ease the transition of the adoption
     9  of  a  child  by targeting the development and delivery of comprehensive
    10  services to adoptive families for the period after the adoption has been
    11  completed.

    12    § 458-b. Establishment of program.  1.  There  is  hereby  established
    13  within  the  office  of  children  and family services the post-adoption
    14  services program, for families with adopted children.
    15    2. The office of children and family services shall provide access  to
    16  optional  services,  either  directly  or  by  contract,  by purchase of
    17  service, or by interagency agreement. Such services shall  include,  but
    18  not be limited to:
    19    (a)  therapeutic  counseling  services which shall include individual,
    20  family, and group counseling or therapy;
    21    (b) the establishment of local support groups  for  adoptive  parents,
    22  birthparents and adopted children;
    23    (c) parenting programs;

    24    (d) help line services;

     1    (e) crisis response teams;
     2    (f) residential placement services; and
     3    (g) referrals and linkages with other community services.
     4    3. The post-adoption services program shall be available to any person
     5  who  is  a resident of New York state that has been adopted and is under
     6  eighteen years of age or is the adoptive parent of a  person  under  the
     7  age of eighteen.
     8    §  2.  The sum of six million dollars ($6,000,000), or so much thereof

     9  as may be necessary, is hereby appropriated to the  office  of  children
    10  and family services from any moneys in the state treasury in the general
    11  fund to the credit of the state purposes account not otherwise appropri-
    12  ated, for its expenses in carrying out the provisions of this act.  Such
    13  sum  shall  be payable on the audit and warrant of the state comptroller
    14  on vouchers certified or approved by the commissioner of the  office  of
    15  children and family services, or his or her designated representative in
    16  the manner provided by law.
    17    §  3.  This  act shall take effect on the ninetieth day after it shall
    18  have become a law and shall apply to children who have been adopted  and
    19  parents who have adopted children before, on or after such date.
